Legislators jointly resolve Talibon B-Unido dispute |
LIKE learned men, they settled their differences. Legislators from both towns of Talibon and Bien Unido finally sealed their jurisdictional issues; an nine year-long boundary dispute. The peaceful resolution came January 23 at the Carlos P. Garcia Memorial Session Hall when town councils agreed to unite to draw the lines and settle the problems. Earlier, people from both towns questioned where to put the legal amd political boundary between the two towns, a fact that has somehow started the unsettling electric-charged situation. Legislators from both towns then initially proposed suggestions on how to end the issue by installing the boundary markers. But where? In a final bid to resolve, a joint session between to lawmaking bodies finally happened. In his statement of purpose, Talibon Mayor Restituto Auxtero (Talibon) informed the group assembled at the joint session that their aim really was to iron out the kinks between the two towns. “Our task today is to put in constructive ideas that could lead to the resolution of our boundary problem,” he said. Mayor Juanario Item earlier wished that the two legislative bodies would arrive at a common solution to resolve the boundary dispute. Talibon Vice Mayor Auxtero, who hosted the gab informed the visitors that their Sangguniang Bayan has already requested Bohol Environment Management Office to present the map of the undisputed area. From this, Talibon Kag Epifanio Quimson proposed that the bank of the river be made the marker as basis of the boundary quandary. Vice Mayor Garcia reminded the body that during their last joint session they agreed that they would consider the river fork as a natural marker. With this, Vice Mayor Garcia also asked his SB members to adopt the suggestion. Both bodies agreed to adopt the two-meter principle from the bank as proposed. Using this, VM Auxtero facilitated the passing of a resolution declaring the two-meter from the bank principle as the official basis of installing the new and permanent boundary between the two municipalities. He further requested the SB secretary to read resolution coming out with an amicable settlement on fixing the boundaries of the towns. The resolution detailed about the use of the western bank of the Ipil River that runs east of the tongue islet and allowing two meter easement from the northern tip of said islet down to the mouth of the Ipil River as natural boundaries. Kagawad Jose Wayne Evardo moved to pass the resolution seconded by Kag. Virgilia Item. The resolution was unanimously approved. Another resolution passed asked the Sangguniang Panlalawigan of Bohol to approve resolution No.01 S.2007. The special joint session also had the presence of appointed national, provincial and municipal employees as Municipal Engineer Nito Flores, Engr. Boy Avenido MPDC; Mr. Jose Garcia of BEMO; Mr. Chito Suarez of DENR; and Mr. Nomer Candado of BFAR. |
