TAGBILARAN City creeps upwards and the 9TH Sangguniang Panlungsod has paved the way for a new growth center during its June 14 session. Proposed Ordinance 11-06 approves the road network scheme that paves the way for the “Big Bug” Sports Complex and the Central Park , blazing the way for overall city development.

The proactive legislation covers Barangays San Isidro, Dao, Dampas and Bool. The lawmakers crafted the ordinance in relation to the Committee on City Planning and Public Lands who initially laid the grounds for after May 31 public hearing. At the public hearing, more than a hundred residents and landowners who would be affected by the massive development watched as the plan, conceptualized by the city's Urban Planner Archt. Walter Toston and commissioned by Mayor Dan Lim.

The road network scheme covers seven major roads, three minor roads and four axis roads constructed to ease traffic and shorten travel time to and from key points of the New Growth Center and other parts of the city. Major roads connect the new growth center to primary satellite, where the sports complex, the Central Park , and the institutional, commercial and residential areas adjacent to the giant edifices will be located.

Major road 5, which starts from the city's boundary in Baclayon on the east will traverse the primary and secondary satellites, going all the way to Dao. The minor roads, on the other hand, serve as access roads from key places like IBT, ICM, and Janssen Heights. Axis roads are designed as other outlets of major roads. The scheme also includes 23 roads as frontage for residential zones divided into several blocks. The ordinance also provides City Mayor Dan Lim is authorized to negotiate with lot owners under the legal process of just compensation.
