City SP adopts Public Governance System

 

THE City Sangguniang Panglungsod (SP) approves a proposed resolution clling for the adoption and integration of the Public Governance System (PGS) into the systems and processes of the City Government. The resolution, authored by City Vice Mayor Nuevas Tirol-Montes and sponsored by Councilor Danilo Bantugan came a week week after the Institute for Solidarity in Asia (ISA) cited Tagbilaran City as a Compliant City to the PGS Scorecard during a gathering at the Philippine Plaza. The same gathering was attended by renowned leaders from youth, business and finance, government, academe, media, military, NGOs and professional sectors.

Tagbilaran, one of only eight cities bestowed with the prestigious citation of "Dream City" is cited along with Calbayog, Iloilo, Marikina, Naga, San Fernando (La Union), San Fernando (Pampanga) and Sorsogon. All these named cities are recognized for their commitment, competence, development orientation and openness to work closely with a multi-sectoral coalition for public governance.

The development of the Second Level Scorecard by the academe, youth, media, business, civil society and professional groups was pivotal in clenching the highly esteemed title. The Scorecard was generated in a workshop held on August 23. Second Level Scorecard refers to the concrete programs, projects and activities that the private sector and civil society groups commit to undertake until 2015 as their share in the governance of the city.

The approval of the resolution manifests the SP's pro-active principle of lawmaking, which underscores participatory and transparent governance processes, legislators said. The adoption of the Public Governance System paves the way for the usage of the Balanced Scorecard as a key management tool to guide the City Government and its multi-sectoral partners in implementing the city's development and governance Road Map. The City is also scheduling a series of developing second level scorecards with the city's departments as part of the budget planning process. The Budget Planning Session is scheduled on Monday, September 11, 2006.
