City government creates Citizens Charter

 

IN another innovative and pro-active move, the city government of Tagbilaran gathers again all department heads and key personnel of city government and affiliate offices for a one-day workshop to craft the Citizens Charter on Friday, February 23 at Sayas Restaurant. The Citizens Charter is a compendium of all key city government services containing information needed on a particular service, such as the steps and procedures involved, required documents, processing time, fees and service provider or person-in-charge of the service. Spearheaded by Mayor Dan Neri Lim and conceived by Vice Mayor Nuevas Tirol-Montes, the Citizens Charter aims to make all services of the City Hall and affiliate offices available in a systematic, predictable, transparent and accountable manner. What sets Tagbilaran City Citizens Charter apart from other charters is that departmental services are harmonized and anchored on the Tagbilaran City Roadmap.

All services are aligned to the objectives and goals defined by the City Roadmap, making each and every departmental function contribute to the realization of the city's vision. A notable benefit the Charter gives is not only improving quality service delivery but also enhancing productivity, as it serves as an institutional feedback mechanism that departments could use for check-and balance. The whole-day activity is jointly coordinated and facilitated by City Human Resource Management Office headed by Mr. Mario Lloyd Gutierrez , the Office of the City Vice Mayor, and the 9th Sangguniang Panlungsod, with Committee on Personnel, Chaired by Councilor Leonides Borja as Lead Committee. After the workshop, mentoring sessions will be conducted for each department as a follow-up activity to check and consistency of workshop outputs. The 9th SP will then adopt a Citizen Charter as the city's official service guidebook for its constituents and stakeholders.
