NPA - Bayan Muna link clear as day

[The following is taken from the notebook of an officer of the 302nd Infantry Brigade based in Camp Rajah Sikatuna in Katipunan, Carmen, Bohol.]

 

ESTABLISHING the link between the New People's Army (NPA) and the different sectoral and militant organizations is difficult to prove. Difficult in the sense that majority of the members of these organizations – especially the ordinary ones – are not aware of it. Only a selected few – those who belong to the “inner circle,” normally the leaders of these organizations – know of it.

Masters of deception, their grand design is to use ordinary people to achieve their personal vested interests in the guise of championing the ordinary people's rights and welfare. But the existing connection between the NPA and these sectoral and militant organizations was disclosed by former NPA rebels themselves, corroborated by documents recovered by government forces from an NPA camp in Balilihan, Bohol. At least three former NPA rebels revealed that they were recruited and brainwashed by the NPA about the rotten system of government in the country. This, the NPA alleges, is the cause why people live in abject poverty.

To understand their situation, and to “awaken their sense of justice and righteousness,” these ordinary members are lectured and indoctrinated on “Tulun-an Alang sa Aktibista” (TAA) or Lessons for the Activist, “Philippine Society Revolution” (PSR), “Rebolusyonaryong Giya sa Repormang Yuta” (RGRY) or Revolutionary Guide for Land Reform, “Tinuod gna Repormang Yuta” (TRY) or Genuine Land Reform, “Five Golden Rays” and “Batakang Organisang Masa (BOM).”

NPA cadres monitored their progress along the way. As soon as their conviction to the communist movement was determined, they moved on to the “Batakang Kursong Pangpartido” (BKP) and became NPA regulars afterwards. As regular NPA members, they joined several terrorist activities and Ideological, Political, Organizational and Mass (IPOM) works. There the cadres discovered that they had the talent for speaking to and organizing people, so they were told to do “legal work.”

One of them was.assigned to lead and strengthen the Kabataang Makabayan (KM) while the other two were directed to join and help organize the “Hugpong sa mga Mag-uumang Bol-anon” (Humabol), a farmer/peasant organization under the “Kilusang Magbubukid sa Pilipinas” (KMP). While already performing “legal work” however there were times when their cadres would recall them in order to participate in tactical actions of the NPA against the military. In short, the former rebels said they possessed dual identities – a legal persona in the sectoral/militant group and that of being an NPA. They also revealed that not all members of the KM or Humabol and other sectoral/militant groups are aware that their organizations are being infiltrated and manipulated by the NPA. Only the hardcore leaders and a selected few members know the real score – and use the name of their organizations at the expense of their innocent members to generate funds and amass money that they subsequently either channel to the NPA or hold for personal motives.

Another proof of the connivance between the NPA and the party-list Bayan Muna and militant organizations lies in recovered NPA documents that interestingly disclose the unholy alliance. As a party-list, Bayan Muna is allocated “pork barrel” funds by the government. Yet, it channels these government funds to the NPA through standard operating procedures (SOP) it has adopted as a standing policy. It outlines the splitting of funds taken from projects initiated by Bayan Muna follows:

“As a matter of SOP, 10 percent of the total cost of the project will go to the CTM (Communist Terrorist Movement). If the project costs P100,000 and below, 80 percent of the 20 percent SOP goes to the ‘Region' and the remaining 20 percent, to the PWA (Provincial White Area Committee). If the project is within the area of the Guerilla Front (GF) and implemented with the help of the PWAC, 60 percent is for the Region, 20 percent for PWAC and 20 percent for the GF. “If the 10 percent of the SOP is over P100,000 and the project is PWAC initiated, 90 percent will go to the Region and 10 percent for the PWAC. If it is initiated by the GF and being helped by PWAC, 10 percent will go to the GF.

“The contractors for the bidding of the projects should be recommended by PWAC and GF to ensure that they are their allies. The ‘Regional Finance” will approve which contractor will do the project and one percent revolutionary taxation will be collected by PWAC and GF.” As usual, the sectoral/party-list/militant groups will continue to deny their links with the NPA for they have mastered the art of denying and lying even if the evidences of their unscrupulous activities are already plastered on their faces. This is the true nature of the communists that even their former comrades no longer have the stomach to bear it.

To further prove that the NPA and sectoral/party-list/militant groups are partners, the latest information gathered indicate that the Humabol is currently helping the NPA in mass organizing and recovery efforts in the barangays in Bohol that the NPA previously controlled. Humabol's activities are financially supported by party-list/militant groups Anakpawis and Gabriela.

For the record, Humabol is the local organ of the KMP in Bohol . However, KMP has no representative in Congress and therefore, it has no big and stable source of funds that could be tapped to support Humabol's activities. With this condition, Humabol coalesced with Anakpawis and Gabriela that have representatives in Congress, so it can receive steady financial backing for its activities. Needless to say, the true color of the sectoral/party-list groups, particularly their leaders, is now surfacing. The sooner the people realize this, the sooner will the country become free of the evils of communism.
