Chatto keynotes 17th PCAP gab |

CONTINUING involvement in multi-sectoral consultations among non-government organizations aiming to play active roles in nation-building, Cong. Edgar M. Chatto recently graced as guest and keynote speaker in the recently-concluded 17th Professional Criminologists Association of the Philippines (PCAP) Annual National Convention held at Bohol Tropics Resort. In his usual inspiring and trademark no non-sense words to delegates attending forums of various nature, Chatto again hammered a strong message of collectively maintaining a crime-free society by implementing responsible public order and security thru vigilant, quality, disciplined and skilled crime prevention officers. “Public safety is the very basic foundation of development”, stressed the lawmaker to the criminologists coming from different chapters of Luzon , Visayas and Mindanao . He added that a prepared and well-trained crime buster only makes a criminal mind think twice before carrying out his wicked and dirty acts. Chatto went further by adding the different and significant tasks handled by criminology experts such as specialized fields on police sciences, law enforcement administration, criminal investigation and jurisprudence, correctional administration and defense and tactics. The legislator also highlighted discussions on the sensitive side of legalities faced by a crime fighter like laws on criminal procedure, penal code, bill of rights, law against invasion of privacy and the right to enforce the law. Chatto was joined in the opening program by noted security experts among them Maj. Gen. Vicente Vinarao, director of the Bureau of Corrections, Stephen Cutler, Legal Attache of the Federal Bureau of Investigation (FBI) based at the US Embassy in Manila and Dr. Manuel Jaudian, PCAP president. The PCAP has a general membership of 30,000 criminologists nationwide and belongs to the Philippine Federation of Professional Associations. The convention had for its theme “Criminologist's Metes and Bounds in Law, Forensics and Security. Members have it that their exchange of views and ideas on security will be tested as heads of state are flying in to the country for the reset 12th ASEAN Leaders Summit in Cebu City this January. |
