Loon Liga embarks on a capability building program

LIGA ng mga Barangay here led by President Artemio M. Sangrios, Sr. undertakes a Capability Building program and Eco-Cultural Exposure to model cities with innovative development programs proven to be effective in local governance. In for the tour are 67 barangay captains of Loon who will be given the opportunity to exchange views, experiences and approaches to issues and problems relating to local government administration. Loon Mayor Cesar Tomas M. Lopez, M.D., Vice Mayor Edwin R. Ladeza, and MLGOO Franklin R. Medequiso will accompany the barangay chairmen. The study tour starts today, September 24, and will end on September 28, leaving Tagbilaran for Manila via Super Ferry at 9:00 this morning.

The 4-day exposure is expected to allow the group the benefit of gaining knowledge and insights as well as possible replication of programs appropriate to the local setting. This would also enhance the capability building process and competence of the local government unit in people empowerment and governance. In Manila , the group immediately proceeds to former ConCon delegate and native son of Loon Chito Castillo residence for dinner. The group stays ate the DJM Dormitory for wash-up after which they will depart for Baguio City at 11:00 pm. Included in the Baguio City itinerary on Tuesday morning, September 26, are visits to the Cut Flower and Vegetable Farm, Bagsakan Center , Benguet University and its Food Processing Center .

The group would also call on Baguio City Mayor, tour the Philippine Military Academy, Mines View Park , The Mansion, Wright Park , Botanical Garden and Burnham Park as well as the UK Outlet and SM Baguio. On Wednesday, September 27, the group will leave Baguio at dawn for Marikina City for an orientation on the city's Solid Waste Management and Sanitation Program.

In the afternoon, they will proceed to Manila City Hall for a courtesy call on Mayor Lito Atienza, a frequent visitor and avid fan of Bohol Province. They will then be conducted on a tour of the Malacañang Palace Museum , the Intramuros, including Fort Santiago , Manila Cathedral, San Agustin Church and the Cultural Center of the Philippines . The tour will cap off with a stopover at the SM Mall of Asia. The Loon entourage will leave for home by plane at the Manila Domestic Airport at 6:20 am, Thursday morning, September 28, and expected to arrive an hour later at the Tagbilaran Airport.

Total funding of the Liga Capability Building Program was from the barangay, municipal funds as well as contributions from Gov. Erico Aumentado, Vice Gov. Julius Ceasar Herrera, Cong. Edgar Chatto; Board Members Jose Veloso, Felix Uy, Eufracio Mascariñas, ABC Federation Bohol Chapter, Office of the Vice Mayor and from fund raising activities of the Liga ng mga Barangay - Loon Chapter.
