Loay-Loboc Waterworks System to operate soon?

THE Loboc-Loay water works system will start operations soon. This after Third District Rep. Eladio Jala initiated a meeting among key stakeholders Monday on a floating restaurant in Loboc town. Present during the meeting were Loay Mayor Leonides Tiongco and Vice Mayor Tiburcio Bullecer Jr., Loboc Mayor Leon Calipusan and Vice Mayor Artemio Delfin. Vicente Gaviola of the Bohol 3rd District Engineer's Office, Retired Assistant District Engr. Pedro Jimenez Sr. and Mario Suyman, municipal planning officer of Loay also attended the meeting. Former 3rd District Rep. Isidro Zarraga chairs the committee, which Regional Trial Court Branch 50 Judge Dionisio Calibo Jr. ordered to take charge of the operation. In the absence of Zarraga, Jimenez, being the vice chair, presided over the meeting.

Jala suggested that the committee operate the system pending the result of the case Zarraga filed. The former solon had sought the temporarily turnover of the system to the committee through a memorandum of agreement (MOA) signed by the late Loboc Mayor Joventino Digal and former Loay Mayor Olegario Clarin Jr. in 1997. Both mayors had authority to sign the MOA from their respective Sangguniang Bayans in the form of a resolution. The committee agreed to hire three personnel to man the waterworks – Jimenez among them, as Operation Manager.

The members agreed to meet again on Tuesday to discuss the operation and salary rates of the three personnel. The meeting failed however due to the non-availability of Zarraga and Engr. Jimenez. The committee decided to meet this week for the finalization of the operation of the system. The committee is composed of Zarraga, Jimenez, Tiongco, Calipusan, Bullecer and Delfin, the planning officers and other representatives of the two towns.
