Supplemental budget showdown at SP fails

 

 

The supplemental budget proposed by City Mayor Dan Neri Lim which was believed earlier to be another irritant in the raging tug-of-war between the Sangguniang Panglungsod and the executive department at city hall passed through the legislative wringer without any resistance. It was a victory for Mayor Lim who suspected early on that the proposed budget amounting to P15 million would be mutilated by a hostile SP. Even before the budget was subjected to plenary deliberations, the city law making body already approved the supplemental outlay in an executive caucus. The sharply divided SP crossed party lines to hand down a unanimous decision approving in the process the supplemental budget.

It was sponsored by V-Mayor Jose Antonio Veloso, a vocal critic of Mayor Lim's policies at city hall. Even such maverick lawmakers like City Councilors Zenaido Rama and Anne Mariquit Oppus joined the unanimous passage of the budget. Earlier, the budget encountered rough sailing when it was introduced in the floor last October 3. Rama now becoming a bitter enemy of Mayor Lim questioned an item of the budget particularly an appropriation for an asphalt overlay project along Gallares St. The city councilor was asking for a program of work to support the project.

Mayor Lim was unyielding to Rama's demand. A compromise was struck with the asphalt overlay scrapped from the list of projects to be funded by the additional outlay while Mayor Lim substituted the Gallares project with concreting works. With the asphalting job out of the appropriation measure, the budget was trimmed down from P15 million to P10.8 million. Other items funded by the budget were the Multiple Intelligence Project, payment of road lot along Calceta and Rizal Sts., transportation vehicle, sports activities projects, repair and maintenance of city roads and early retirement package of city employees.
