Phivolcs to conduct tsunami drill next week

 

 

Philvolcs National Director Dr. Renato Solidum and Office of the Civil Defense Administrator (OCD) Maj. Gen. Glenn Rabonza will be in Bohol next week to oversee the series of actual tsunami drill and Information and Education Campaign that the OCD will hold from September 17 to 19, as part of the Provincial Disaster Coordinating Council's READY project or the "Hazards Mapping and Assessment for Effective Community-based Disaster Risk Management.

The governor is expected to witness the actual tsunami drill and the MOA signing on the implementation of the Community-Based Early Warning System on September 17 in barangay Canmanico , Valencia during the IEC. Mayors of coastal towns in Bohol are also expected to grace the ceremonies together with New OCD Regional Director Rosario T. Cabrera.  OCD Regional Director Rosario T. Cabrera from Region 6 officially takes over the Region 7 hierarchy effective September 16. Cabrera swaps office with OCD Regional Director Angel Gaviola who will take over the Region 6 post.

The string of activities will start with an IEC in the afternoon of September 17 in barangay Canmanico , Valencia. Then the OCD will conduct an actual tsunami drill in the morning of September 18 also in barangay Canmanico , Valencia .  At 2:00 p.m. they will proceed to barangay San Pedro Duero, to conduct another IEC session. Another actual tsunami drill will be held at 8:30 a.m. on September 19 in barangay San Pedro.  Of the barangays in the five towns surveyed by the Phivolcs group, only barangays Canmanico in Valencia and San Pedro in Duero passed the criteria for conducive exercises for the evacuation site and evacuation route drills. The two barangays serve as showcase of the coastal barangays where Community-Based Early Warning System will be implemented. The PDCC and Phivolcs will also identify evacuation routes to the evacuation sites.

Earlier, Governor Erico B. Aumentado, through Provincial Administrator Tomas Abapo Jr., had sought the cooperation of the municipal mayors of Valencia , Garcia-­Hernandez, Jagna, Duero and Guindulman to assist in tsunami drills. READY project advocates for a holistic approach to disaster preparedness, according to Provincial OCD Coordinator Verneil Balaba. Balaba explained that CBEWS will serve as the popular and traditional "batingaw" or the channel of information to give warning on foreseen disasters, from the Pacific warning center in Honolulu, Hawaii to the municipal officers here through the Phivolcs, the National Disaster Coordinating Council (NDCC) which will then relay it to the PDCCs then to the Municipal Disaster Coordinating Councils (MDCCs), then to the Barangay Disaster Coordinating Councils (BDCCs).

The implementation of CBEWS involves LGUs, PhivoIcs, Department of Education, the OCD and the PDCC.
