Closed-Circuit Televisions (CCTVs) will be installed in the city's main entry and exit points starting next week, City Mayor Baba Yap has announced. Yap said he believes Tagbilaran would achieve full economic growth and development by ensuring safety and security to all. The City Traffic and Management Office, in coordination with the City PNP, has identified 16 locations for the installation of the CCTVs which include Causeway Entry Point; Lindaville-Dao Crossing; Pier Intersection Area; Airport Area; Bohol Wisdom School; St. Jude Intersection; San Jose Intersection; Belderol-CPG Intersection; DCPNHS/Tamblot Area; Palma-CPG Intersection; Visarra Intersection; Allied Bank Intersection; Mercury Drug Intersection; BQ-HNU Crossing; Cogon Market Area, and within the IBT/ICM perimeter.
This move was further strengthened by the Sangguniang Panlungsod, with the passage of the ordinance authored by City Councilor Adam Relson Jala, mandating business establishments operating within the territorial jurisdiction of the City of Tagbilaran to install CCTVs. The ordinance covers all business establishments employing more than 20 employees and with work premises of not less than 50 meters are hereby mandated to install surveillance and/or (CCTV) cameras in all their entrance and exits, within the premises and perimeter of their work areas, and other vital areas, in order to deter crime. Moreover, business establishments employing less than 20 persons or whose work premises are less than 50 meters, but whose transactions amount to not less than P100,000 each day, are required to install and maintain surveillance and/or CCTV cameras.
The ordinance requires the use of CCTV systems in business establishments which include, but shall not be limited to, banks, malls, hospitals, restaurants, supermarkets, shopping centers, moviehouses, theaters, gasoline stations, convenience stores, pawnshops, money-changers, lending institutions, internet cafes/shops, hotels, resorts, warehouses, office buildings, lotto outlets, money-transfer establishments, KTV, clubs or bars, terminals, and other similar establishments. Furthermore, it mandates establishments to preserve the camera recording for at least a period of not less than 60 days from the date of recording to help law enforcement agencies in investigating offenses, in identifying the perpetrator/s and as evidence in any pending criminal, civil, or administrative proceedings.
