“Leadership is not Directing People, but Developing People.”

 

These are excerpts of an interview I had with Vice Mayor Jose Antonio Salera Veloso (JSV) last Monday, June 23 in my radio slot, “Nangutana Lang,” DYRD-ZD, 6:30-7:00 PM. Noticeable was his leisurely way of answering my questions, an insouciance he developed through the months as the City's Number 2 Citizen. His confidence is contagious, a manifestation that he has succeeded in making the Sangguniang Panlungsod as a credible and functioning body.

The proof of the pudding is in the eating. The forthcoming National Convention of the Vice Mayors' League of the Philippines would be another test of the mettle of the local Vice Mayors. Although Vice Mayor Dodong Jumawid of Batuan is the President of the Bohol VML, a big burden is in Vice Mayor Toto Veloso's hand for he represents the only City in Bohol. The previous activities he had spearheaded were all successful. There's no reason why the Vice Mayors' National Convention won't succeed.

LMP: Ang National Convention sa Vice Mayors' League of the Philippines, for one reason, dili mahitabo sa usa ka syudad sa makadaghan, panagsa lang gyod. Sa umaabot nga convention, pila ang expected nga moabot sa Bohol?

JSV: Our conservative estimate is about 500 delegates, excluding the local chapter.Daghan ang nagpa-reserve, apan wala pa mo-confirm, meaning, wala pa sila mobayad sa registration.

LMP: Ang ato ra ba'ng experience dinhi sa Bohol, duna'y magpa-reserve, duna'y dili mo-confirm, pero sa eleventh hour, mokalit ug abot, maglibog na ka kon asa pahigdaon.

JSV: Usa pod kana sa atong mga concerns. Duna na kita'y mga staff nga gi-assign to follow-up everyday sa atong mga Vice Mayors from Luzon, Visayas, and Mindanao. So, before sa date sa atong convention, we already have a clear view kon pila gyod ang mo-attend.

LMP: Sa miaging Sabado, akong nahimamat si Yul Servo (usa ka artista), sa usa ka gathering didto sa Alicia, ribbon-cutting ceremony sa FEVA Farm House ni Direktor Maryo J. Delos Reyes. Daghang mga artista nga miabot, ug didto akong nahibaw-an nga si Yul Servo, anaa na sa iyang third-term isip Konsehal sa Manila. Siya nagkanayon nga mo-uban kono siya ni Vice Mayor Isko Moreno sa umaabot nga Convention. Kadaghanan sa mga aktibidadis anhi i-hold sa Tagbilaran ug Pangalao, ikaw gyod ang medyo, hago niini.

JSV: Well, everybody is working for the success of the Convention. Every week ang atong meeting with the officers of the League. Aduna kita'y core group nga gimogna, aside from the regular assembly sa atong local chapter. In fact, karong Thursday, mag-meeting na pod mi to follow-up kon unsa na'y mga updates sa different committees.

LMP: Unsa kadako ang maong panagtigum? Kinsa ang labing dako nga ngalan nga inyong giimbitar?

JSV: Ang atong gi-invite nga Keynote Speaker on the opening plenary mao si Secretary Mar Roxas of the Department of Interior and Local Government. There are other personalities who wish to attend on the fellowship night namely, Congresswoman Rachel Arenas of Pangasinan, Senator Alan Peter Cayetano, and many others. We also invited our three Congressmen of the Province of Bohol, Congressman Rene Relampagos being the Chairman of the House Committee on Tourism, Congressman Aris Aumentado, and Congressman Art Yap. Unfortunately, dili maka-attend si Governor Edgar Chatto, kay moadto siya ug Japan.

LMP: Atong ma-expect nga ang Convention will be successful and unique in its own way.

JSV: I hope, nga mamahimong magmalampuson gyod ang maong Convention. Sa atong fellowship night, lahi ang atong style kay ari nato i-hold along the beach, ug ang attire kinahanglan nga mo-fit sa maong venue. During the opening plenary sa Panglao Island Nature Resort, casual attire lang, as what was agreed upon by the officers of the League. This coming July 2, aduna kita'y General Assembly sa atong mga members sa Vice Mayors' League of the Province of Bohol, and this time, with the National Staff, to prepare and finalize everything for the upcoming Convention.

LMP: Ari kita maghisgot niining atong mga panahum gikan sa Sangguniang Panlungsod. Unsa ang mga kabag-ohan nga nahitabo karon, ilabi na sa mga balaodnon nga inyong gipanday?

JSV: Three weeks ago, we had a joint session with Barangay Dampas. Aduna sila'y mga concerns, of which, ato po'ng gi-endorse sa buhatan sa atong Mayor, para sa mga aksyon nga gusto niyang mahitabo. Usa sa ilang problema kining mga informal settlers nga wala'y mga address ug wala nila mailhi. Ato na kanang gi-report sa appropriate Committee, nga kinahanglang ma-identify ug ma-register gyod sila sa Barangay.

LMP: Dili ba sa ato nga mga pamaagi, ang Barangay Captain ug mga opisyal sa Barangay, maninguha gyod nga ang tanang mga tawo nga ilang ginsakupan, should be accounted for?

JSV: Usa kana sa mga obligasyon sa Barangay, but they raised that concern kay nanginahanglan sila sa atong assistance. Especially, nga aduna kita'y mga Livelihood Programs nga atong pwedeng mahatag kanila, nga namuyo lang diha without their knowledge kon unsa ang ilang source of income. It was recommended nga i-apil sila niining BUB (Bottoms Up Budgeting), diin adunay mga identified nga livelihood projects, aron mahatagan sila ug saktong panginabuhi.

LMP: Duna pa ba'y lain nga bag-ong pamalaod, nga gihan-ay sa atong Sangguniang Panlungsod?

JSV: Diha ta'y na-approved nga ordinansa. This was authored and sponsored by Councilor Adam Jala, “The ordinance mandating business establishments operating within the territorial jurisdiction of the City of Tagbilaran, to install Closed-Circuit Television (CCTV) system, and prescribing penalties for violations thereof.” Kining atong CCTV is the forefront of crime-fighting technology, dili lang diri sa Pilipinas, but also around the world. Ang covered niining maong ordinansa mao ang mga malls, gasoline stations, supermarkets, pawnshops, money changers, 24-hour convenience stores, schools, fastfood restaurants, and other crime vulnerable establishments nga nag-operate. Diha'y laing ordinance nga gi-propose ni Councilor Jery Pabe, “The ordinance prohibiting the use of any material that conceals identity in public places within the City of Tagbilaran, and prescribing penalties thereof.” Lahi kini sa Helmet Law of 2010. Maybe, in the next session, ma-approve na ang maong ordinansa.

LMP: Kadaghanan sa akong namatikdan, tuyoon gyod nila ug tabon ang ilang nawong, bisan kining uban natong mga tricycle drivers, tingali dili gustong maabogan. Dili kaha na sila moreklamo?

JSV: Mao na'y usa sa nakataas sa discussion sa miaging session. Duna na'y seksyon sa maong mga prohibited acts. It states that, “No person shall use any material that covers the face, or in any way conceals intentionally his/her identity while in any public places within the City of Tagbilaran, such as, but not limited to the following: wearing of bonnet, hood, full-faced helmet, and wrapping the entire head with cloth. Sa next section niana dunay gibutang nga exemption like, the nature of work, religious and health reasons. The discussion of the said ordinance will be continued in the next session. Kon ma-approve na kini, manginahanglan na pod kita ug implementing rules and regulations nga atong ibutang sa mga conspicuous places.

LMP: Usa ka punto Vice Mayor, nga usahay naa na ang balaod, pero ang problema, how to implement it.

JSV: Yes. Mao nang ang atong trabaho sa Sangguniang Panlungsod, is to exercise our oversight functions. Atong gihinay-hinayan ug review ang mga ordinansa, to see whether the provisions are still appropriate or needs to be amended. Ato po'ng i-check if it was implemented, or basin dili na pod angay ang maong ordinansa, so it is better to repeal it.

LMP: Duna lang ko'y isingit gamay Vice Mayor, sa miaging meeting namo sa Bohol Chamber of Commerce and Industry, duna'y mga negosyante nga mireklamo, sama pananglit niining lugar nato sa Sandugo Shrine. Matod pa nila, legitimate sila nga mga negosyante, nagbayad sila ug lisensya, permit, taxes, pero kon moabot na kining mga manindahay nga magbit-bit lang sa ilang mga paninda, madaot ang ilang negosyo. Duna ba ta'y mahimo niini?

JSV: Maayo kay imo kanang gi-mention, Sir Loy. Wala pa mi ma-inform nianang maong concern sa atong mga legitimate sellers ug souvenir items. Ato kining i-check, in fact, nagpasalamat mi nga inyo kining natuki sa Chamber. Mas maayo nga whatever transpires in your meeting with regards to this concern, mahatagan mi ug copy aron among matan-aw kon unsa ang mga aksyon nga pagabuhaton.

LMP: Unsa ang atong panapos nga mensahe Vice Mayor?

JSV: Ako mapasalamaton sa laing higayon na usab, nga kita makapadayag sa mga kabag-ohan sa atong Dakbayan, ngadto sa katawhan. Ang atong Sanggunian is always in a working effort. Everybody is contributing sa tanan natong gipanghimo para sa kaayohan sa atong Syudad sa Tagbilaran. As Presiding Officer of the Sangguniang Panlungsod, ako naminaw sa tanan nilang suggestions and recommendations. Katong mga bag-o, we motivate them to participate in the discussion sa atong Sangguniang Panlungsod. Because for me, leadership is not directing people, but developing people.

Some people have been curious about the maturity of Vice Mayor Veloso in confronting situations. One reason for his success is his family-centeredness. Lately, his wife and children had a brief stint abroad; but he decided to stay in Tagbilaran. He just cannot leave his responsibilities. A happy family life, with his wife and children in full support, makes a successful public servant. And his other relatives on both sides of the marital knot have always been with him in all his decisions.

If those you love are one in their support, how can a Vice Mayor not feel confident and motivated? The most positive side of his life's equation is his youth and availability for a higher position. With the way he handles everything, he deserves what he wants to have.
