PA tragedy can be a blessing in disguise, as it can unite opposing parties to a common good. Like the October 15, 2013 mega-quake that made a single voice of the entire Boholano officialdom to facilitate the rehabilitation processes. At the City Hall, both Mayor Baba Yap, Vice Mayor Toto Veloso, and even one or two acerbic critics in the Sangguniang Panlungsod hold their cool. No descenting voice was heard. Adversity has a way of unifying targets. While in the midst of the preparation for the National Convention of the Vice Mayor's League of the Philippines, with Vice Mayor Veloso as one of the prime-movers, everything has been running smoothly at the Sangguniang Panlungsod which he presides every Friday.

What follows are excerpts of an interview I had with Vice Mayor Veloso last May 26, 2014.

LMP: Atong balikon paghisgot kay pagkakaron nahibalo ‘ta, nga ang inyong mga sessions sa Sangguniang Panlungsod, wala pa gihapon sa City Hall. Tua pa ba gihapon mo sa building ni Mr. George Lao sa Dampas?

JSV: Pagkakaron, tua gihapon ‘ta nag-hold sa atong regular session matag-Biyernes sa Lao building at the back of MMG Hospital. At the same time, didto pod ‘ta nag-office together with the administrative staff and the legislative staff sa atong mga Konsehal sa Dakbayan sa Tagbilaran.

LMP: Nakatultol na ba ang mga tawo sa imong office, Vice Mayor?

JSV: Nakatultol ra man pod kay naa may daghan nga moabot didto. That means to say, nga nakahibawo sila, gani sa entrance, aduna kita'y tarpaulin nga gibutang, nga nakasulat didto “Office of the Vice Mayor and the Sangguniang Panlungsod.”

LMP: As far as the time-table is concerned, until when man mo didto nga mag-hold ug office?

JSV: Sa pagkakaron dili pa ko katubag niana. Sa akong pagpakighinabi sa atong City Administrator Edi Borja, siya nagkanayon nga ang APC building mao'y himoon nga office sa legislative body.

LMP: Ang mga APC staff, mohawa na ba?

JSV: Sa atong nahibaw-an, duna'y talk between the Regional Director of the Department of Agriculture and the City, and more or less, mora'g mo-transfer na gyod sila. Last Friday morning, upon the arrival of Governor Chatto from Manila, we had a brief talk before siya niadto sa iyang programa “Kita ug ang Gobernador,” he told me nga okay na ang funding sa renovation sa City Hall. The President already signed the 2.3 billion peso budget for the entire Province of Bohol. Kadtong mga municipal halls, public markets, and other LGU buildings nga naguba during the 7.2 magnitude earthquake, nga ni-pass ug damage report, mao ang ma-cover sa maong budget.

LMP: So, therefore it follows, nga dili kaayo dako ug damage ang City Hall, kay pwede ra mang i-repair?

JSV: According sa mga Structural Engineers nga ni-inspect sa atong City Hall, lig-on ang foundation sa building, except nga aduna la'y mga cracks sa wall ug ang roofing naguba. I think, apil usab sa atong damage report ang landscaping and beautification sa palibot sa atong City Hall.

LMP: So, expected nato nga mogwapa ang City Hall, mora'g brand new na inig human.

JSV: Yes. Anaa sa facebook sa atong Mayor ang new look sa City Hall, sa panahon nga mahuman na kini. Atong makita nga nindot gyod ang himoong make-over niini.

LMP: Imong gihisgutan nga ang legislative building adto na sa APC. Mawala na ang mga empleyado sa APC... is that the way?

JSV: Mao na'y sulti sa atong City Administrator. Sa pagkahibalo nako nga ilahi na ang legislative building, I asked him what will happen sa mga employees sa APC. Duna na kono'y initial discussion regarding niana, and they will meet again to finalize the plan.

LMP: Nahibalo ang tanan nga ang lugar sa APC gipanag-iya sa Syudad. Ang Agricultural Promotion Center sa JICA, gihimo aron pagtabang sa mga mag-uumang Bol-anon. Sa akong nahibaw-an, that is only supposed to be five years. Pagkahuman, sige ug renew, hangtod nagsobra na ug 20 years. I think they have to vacate, because that is a City property. Nagpasabot ba kana Vice Mayor, nga ang building dili na gub-on?

JSV: After ma-repair ang atong City Hall, that would be the time, nga we will look for another source of fund, kay naturally, kinahanglan nga usabon gyod ang maong building. For the meantime, kon maka-vacate na sila, adto usa mi mag-session sa ilang audio-visual hall, inig-transfer namo.

LMP: Unsa'y mga kabag-ohan Vice Mayor, sa mga sessions nga nahimo sa atong Sangguniang Panlungsod?

JSV: Una, mahitungod niining CNA (Collective Negotiation Agreement) between the Tagbilaran City Government Employees Union. This is mandated by law under the Civil Service code. All benefits should be given to the employees of the City. Duna'y gipasa nga resolusyon ang Sangguniang Panlungsod, giving authority to the Mayor to sign and enter into a Memorandum of Agreement between the Tagbilaran City Government Employees Union and the City Government of Tagbilaran.

LMP: Blanket authority ba ni Vice Mayor, nga whatever nga masulat didto, obligado gyod ang Syudad? How about kon mosukwahi sa mga legislatibo nga punto?

JSV: Before we passed the resolution, the SP discussed it thoroughly and exhaustively together with the President of Tagbilaran City Employees Union. The memorandum of agreement was reviewed by our lawyer-members sa Council. Diha sila'y mga pangutana ug ni-okey man pod ang President sa employees union sa maong resolusyon.

LMP: Sa akong nahibal-an mahitungod niini, ginadili ang mga empleyado nga mo-strike against the government. Kon aduna ta'y Collective Negotiation Agreement, sa pribadong sektor, anaa kita'y Collective Bargaining Agreement. In the private sector, they can strike, or whatever, if the demands are not given. Pero I believe nga diri sa public sector, gidili gyod na, kay lisod kaayo nga ma-cripple ang atong pagagamhanan. Aside niana Vice Mayor, unsa pa'y laing mga kalamboan?

JSV: Diha'y mga committee reports nga atong gi-aprobahan. Sa Committee on Appropriations, naa'y request on the increase of honorarium sa mga officers sa Federation of Senior Citizens dinhi sa Tagbilaran. Diha na ni sa una, apan na-stop kini during the previous administration.

LMP: Is this mandated by law sa national, or that is a case-to-case basis kada lungsod?

JSV: Case-to-case basis lang kini, depende kon aduna'y budget ang lungsod o syudad.

LMP: Sa miaging administrasyon, wala ni ihatag?

JSV: Diha na ni sa una pang mga administrasyon, apan minimal lang. Pero during the previous administration, na-stop kini.

LMP: Nagpasabot ba nga ang previous administration wala'y kwarta?

JSV: Well, aduna'y kwarta, but it will depend on the discretion of the Executive, if mo-grant ba siya ug honorarium sa mga officers sa Senior Citizens.

LMP: Do you have any idea kon pila ang ihatag sa Federation?

JSV: Mga 300 pesos per month.

LMP: I think they have reasons, kay dili sayon kining pagdala ug mga tawo, ilabi na sa Senior Citizens. Kinahanglan pod silang hatagan ug pagtagad sa ilang trabaho. Dili ni mahimo sa usa ka ordinaryong tawo lang. Ako personally, I would propose nga aduna'y increase sa ilang honorarium. I hope, nga ang Sangguniang Panlungsod will also consider that. What else ang nahisgutan ninyo Vice Mayor?

JSV: Naa'y ordinance nga gi-propose, although dugay nga kining gituki, mahitungod niining CCTV para sa mga business establishments. Diha na'y mga amendments, suggestions regarding niini, apan wala pa kini ma-finalize.

LMP: Dili ba supposed to be, ang business establishment mismo mao'y mo-produce?

JSV: Taod-taod na nato kining gituki. Diha pa'y public consultation nga atong gihimo. Ang sponsor niini mao si Councilor Adam Jala, ug gusto niya nga 100% gyod nga present ang tanang members sa Council, kon hisgutan kining maong ordinansa. Kay daghan ug komentaryo bahin niini, especially nga the expenses of the CCTV shall be shouldered by the owner of the establishment. Sa Committee on Appropriations, duna'y mga prior obligations sa Syudad nga pagabayran. Sa Public Utilities, na-approve ang renewal sa franchise sa operation sa mga tricycle. Diha mi gi-defer for next session kay dili kompleto ang Council, kining application of Electronic Bingo dinhi sa Tagbilaran. Didto kini gi-refer sa Committee ni Councilor Torralba, as Chairperson sa Committee on Commerce and Trade. Apan gusto ni Councilor Torralba, nga maapil ang tanang Konsehal, so ni-suggest siya nga i-refer sa over-all Committee, wherein ako ang ni-spearhead niini. Ang gipangayo niini is a resolution of no objection, as a requirement of PAGCOR, to give them the authority to operate.

LMP: Is this a private entity, naa ba kini connection sa Lotto?

JSV: Ang proponent niini is a private entity, ug wala kini connection sa Lotto. Actually, anaa pa kini sa Committee level. Amo pa kining i-discuss in the plenary sa atong Sangguniang Panlungsod.

LMP: Is this already done in other cities?

JSV: Yes. Naa na kini sa Naga City, Las Piñas City, and many more. In fact, I got a copy of the resolution made by Naga City, during the time of the late Jesse Robrido. Part of the requirement sa PAGCOR is kinahanglan nga mo-conduct ug public consultation. During the consultation, there were a few representatives from the civil society, definitely, they were against because this is a form of gambling. Sa akong na-obserbaran, they talked more on the moral aspect. There was no discussion on what benefit the City can get on this investment. So, unsa man ang kalainan sa electronic bingo and the traditional bingo? Para nako, Tagbilaran is not yet socially prepared mahitungod niining gitawag nato nga e-games.

LMP: Sa nahibal-an nimo nga mga Syudad nga anaa na ni, wala man kaha'y reklamo?

JSV: So far, wala may reklamo. Base sa gihimo nako nga committee report, majority of the Councilors gave their descending opinion. In the next session, ato silang tagsa-tagsaon why they are not in favor, and will ask them to go for a nominal voting, aron atong mahibaw-an kon kinsa gyod ang for or against.

LMP: For one thing, kon it succeeds in other places, why not here?

JSV: Actually, there is already one in Panglao. During the time nga nag-meeting mi sa Vice Mayors League in preparation for the National Convention, ang Municipality of Tubigon is planning to approve the application of the Electronic Bingo, considering nga sa ilang pagkwenta, they will be earning more for the LGU. Ang rental pod sa space is another additional income for them also.

LMP: Is there a possibility nga ang tanang mga Lungsod sa Bohol will go for e-Bingo?

JSV: Yes. Ang ako lang nga makompleto ang report sa Committee, and I will give a copy to the proponents, aron makabalo sila sa stand sa Council. Whatever is the decision anaa kita nga mosuporta.

LMP: Duna'y pangutana Vice Mayor, are you running for Mayor?

JSV: Well, I cannot answer that question as of this time. (Laughs)

LMP: Is there a possibility nga kamo si Mayor Baba, magka-tandem?

JSV: Well, all possibilities are there. Sa ako lang giingon, as long as it is for the good of the City and of the people, ready ‘ta whatever the future may bring.

The last item, figuring put the tandem of Mayor Baba Yap and Vice Mayor Toto Veloso, had elicited an amused chuckle from the Number Two Citizen of Tagbilaran City, but observers are prone to believe that the duo, in the same band-wagon in the next election, would be unbeatable. There's nobody in sight who could be considered a threat to either one of them running for Mayor. How much more if they unite forces?

Many believe Baba and Toto can easily come to terms. But how about their supporters, and their varied personal interests? That's the sword of Damocles.
