Bidding of new Bohol airport postponed again

The submission and opening of bids for the P2.34-billion New Bohol Airport Construction and Sustainable Environment Protection project has been moved to June 10, 2014 from May 30, 2014, according to a special bid bulletin posted by the Department of Transportation and Communications (DOTC) on Monday. On the other hand, the last day for submission of queries will be on May 27, the DOTC said. Along with the changes in the date of submission and opening of bids are the answers to queries of prospective bidders asking for the Approved Budget for Construction (ABC) and detailed Bill of Quantity (BOQ). Bids and Awards Committee (BAC) Chairman Jose PerpetuoLotilla clarified that ABC is not provided in accordance with Japan International Coordination Agency (JICA) Procurement Guidelines as they will fund the said project.

Lotilla added that the BOQ on Flight Information Display, Building Management System and Access Control System is not provided since those items are based on Contractor's Design. DOTC and the Civil Aviation Authority of the Philippines (CAAP) are the implementing agencies for the Bohol Airport project which would enable increased economic activity and speed up recovery efforts from the devastation caused by the October 2013 earthquake. The airport project, to be located in Panglao, includes the construction of airport facility designed to meet the initial requirements for domestic flight operations and possibly accommodate international flights during off-peak hours or night time. The private proponent or the winning bidder of this project will undertake operation and maintenance of the airport and provide additional facilities and other necessary improvements to enhance passenger safety, security, access, passenger and cargo movement efficiency, and operational efficiency.
