IT'S FIESTA TIME

Since 2004, Tagbilaran City has not seen any fiesta carnival. Not until the leadership of Mayor Baba Yap when his advisers created the so-called “Saulog” festivities in time for the city fiesta on Thursday. We supported the choice of the mayor's advisers to install the fiesta carnival at the lot fronting the Island City Mall and the City Central Market. It gives life there especially during night time. Unfortunately, when there is a fiesta carnival, the city crime rate also increases especially when the city fiesta is fast approaching. The recent killing of one Jeffrey Bunado who owns a stall of “pula-puti” stall and the murder try of a woman last week were all attributed to the operation of the city carnival.

At any rate, the presence of the city carnival revived the long-lost fiesta spirit in the city. The previous administration has discarded its operation for nine straight years since 2004. For one, it encourages corruption in the city government and the sidelines of enterprising city hall officials. The business undertakings surrounding the operation of the city fiesta carnival offers a lot of business enterprise of which top city hall officials may collect revenues which does not officially fell into the hands of the city's coffers read: no official receipt being issued by the city treasurer's office. We do hope that Mayor Baba Yap should immediately act on the collection of money in most of the business operations surrounding the city fiesta carnival. It comes at a time that the city government badly needs revenues in order to repair the city hall and transfer the operation of the city government there.

The news headlines this week again resurrect the dying issue of the so-called Priority Development Assistance Fund (PDAF). We call it a dying issue because from the very start, we already predicted that it will soon die in a natural death. Will Janet L. Napoles quality as a state witness? That is ******! The real story there is on the so-called draft affidavit showed by Napoles to then Sen. Panfilo Lacson and DOJ Secretary Leila de Lima. Sen. Miriam Santiago noted that Lacson could be part of Sen. Juan Ponce Enrile's maneuver. In other words, this is a spin within a spin. OMG! To where will all these news about PDAF go? Nada. Nothing.

This is just like the Tagbilaran City Square upon which this paper has reported to be facing a closure or cancellation of its rehabilitate-operate-transfer contract with the city government. If you will read the news, every things seemed to be in a total disarray in the city square as it faces a tax collection in the amount of P10 million from the city government, that is as far as City Councilor Alexander Lim is concerned. Last Sunday, it was the turn of Atty. Victor de la Serna's tirade against the City Square. But until today, where is the closure order? We hope that Mayor Baba Yap or his City Administrator Edi Borja will issue the so-called closure order to the City Square as being proffered by the news of this paper to put an end to this issue once and for all.

Going back to the NBA playoffs, we are quite amazed on how the new NBA commissioner has stirred the saga of the 16-team field. Under the leadership of David Stern, the NBA playoffs is just like a test on the survivors of the regular season wherein the real contenders to the NBA finals will emerge as the early winners in the quarter and semi-finals. But now, it's always a game down to the wire in every game in the NBA playoffs. Just look at the standing of the Atlanta Hawks (#8) leading against the Indiana Pacers (#1) by 2-1, or the Washington Wizards (#6) prevailing against the Chicago Bulls (#5) 2-1 in the Easter Conference. Even the Oklahoma Thunders (#2) also being swept by the Memphis Grizzlies (#7) by a 2-1 standing. It's really a new NBA nowadays.
