A fine of P2,000 each will be slapped against those responsible for making any alteration of single motorcycle's exhaust system and dealers or business establishments conducting the said alterations of said exhaust systems, Provincial Ordinance No. 2009-009 provides. Provincial Ordinance No. 2009-009 is entitled “Prohibiting the modification or alteration of motorcycles and public utility vehicles exhaust system from its original design specially to increase the level and volume of emitted sound causing noise pollution and public disturbance.” Aside from fines, the said measure also provides for “the closure order or revocation of the business permits” on the part of the dealers of accessories for exhaust system. Motorcycles with altered exhaust systems that produce loud noise in the city and municipalities streets have become a trend among youngsters. They do regular drag racing in the city streets that earned the ire of some residents, reports said. Some of the citizens concerned expressed their disgust in the airlanes over the loud noise generated by these altered motorcycles.
“For users, drivers and owners of motorcycles with exhaust systems having a high level and volume of exhaust sounds, a fine of P2,000 and non-renewal of registration by LTO until modifications have been corrected upon inspection,” it says. The measure exempts those motorcycles “specifically modified to increase power and speed for sports purposes,” such as motocross race as long as these kind of altered motorcycles are not used in the streets or road network. All towns and this city are required “to strictly implement the provisions of the measure. It says that no permits shall be issued to any establishment which provides materials or services for the purpose of modifications and alterations of exhaust systems to produce loud sounds and noises.” The LTO and their satellite offices in the towns are the frontline agency in carrying out this measure. They are to be assisted by police provincial command, deputized PNP and agents, traffic management group, Dept. Of Trade and Industry and local government units (LGUs), the Ordinance provides. The Ordinance was approved on Marso 17, 2009 and signed by provincial board member Dr. Cesar Tomas Lopez, as presiding officer, and approved then Gov. Erico B. Aumentado. Then board member now provincial administrator Alfonso Damalerio II is the sponsor and former provincial board member Josil Trabajo, Josephine Socorro Jumamoy and Lopez, co-sponsors.
