The 12th Sangguniang Panlungsod started off with the Lawmakers explicit in their stand “for the good of Tagbilaran.” It has been six months hence and, basically, there is a seeming harmony among its members; and the Legislative Body's relationship with the Executive is not tsunami-prone. Not yet. But there is no such thing as perfect halcyon days for a body emanating from three political affiliations: Pundok Panaghiusa, Bag-ong Bol-anon, and Liberal Party. There's bound to be a “clash among the Titans” when circumstances warrant. People from all global orientations love conflicts, especially involving others but not themselves. A group being represented by various sectors is not expected to sing the same tune, as each brings for consideration his own agenda. Diversified interests cause confrontations and clash of opinions. Because the SP is composed of 10 different personalities, the Councilors discuss and contradict one another on issues.

These are excerpts of an interview with Vice Mayor Jose Antonio Salera Veloso (JSV) on January 7, 2014.

LMP: Kon imong balikan ang tuig dos mil trese, unsa'y imong ikasulti?

JSV: Well, 2013 was a year nga daghang panghitabo not only in the City of Tagbilaran, but all throughout the Province of Bohol. We experienced two major calamities, the 7.2 magnitude earthquake, gisundan kini sa supertyphoon Yolanda.

LMP: Would you like to consider these two, ilabi na ang earthquake, nga mao'y dakong balita nga nahitabo diri sa Lalawigang Bol-anon? As of now, nakabakod na ba ang Bohol, o naghigda pa gihapon?

JSV: Sa akong nakita, hinay-hinay na kitang mibangon. Everybody is working hard to restore whatever he has for the better.

LMP: What do you expect in 2014, the year of the wooden horse?

JSV: We hope 2014 is a fruitful year to all of us, especially ang atong leadership sa Provincial Government, ug sa atong Dakbayan sa Tagbilaran. We look forward and pray for the soonest possible time, nga mabalik na into normal situation ang tibuok Probinsya sa Bohol. We should be thankful enough, nga daghang nitabang nato sa panahon sa kalamidad. We also appreciate the efforts of the Provincial leadership, headed by Gov. Edgar Chatto. Kita usab sa atong Dakbayan sa Tagbilaran, naningkamot through the leadership of Mayor Baba Yap.

LMP: Akong nahibaw-an nga wa pa magamit ang atong session hall diha sa City Hall, tungod kay adunay mga ginagmay nga guba. Sa pagkakaron, kamo nag-abang ug usa ka building duol sa Cooperative Hospital unahan sa ICM. Vice Mayor Toto Veloso, wa ba makabalda sa inyong gimbuhaton kining pagbalhin sa laing lugar?

JSV: Makaingon ta nga nakabalda gyod, considering nga wa ta'y klarong opisina. Ang atong mga tawo nga gakinahanglan nato, wa masuhito on where to go. We are very congested at APC, gasinalmon ang mga departments. As of now, atong gi-prioritize ang atong mga frontliners, kay ting-renew na usab ug business permits and licenses. Atubangan sa atong City Hall karon, adunay mga tents aron didto i-process ang renewal sa business permits and licenses, kay gamay ra kaayo ang atong area sa APC. Ang atong City Hall as of now, wa pa malihok, although kinahanglan gyod nang i- repair.

LMP: Would it be repaired karong 2014, makabalhin na ba mo this year?

JSV: I hope so, before the year ends, makabalhin nata sa City Hall. Sa atong nahibaw-an, ang structure sa building lig-on pa.

LMP: Atong isunod paghisgot ang budget for 2014, napasa na ba?

JSV: The 2014 budget was initially discussed last session sa atong mga miyembro sa Konseho. Gi-review na nato ang budget sa different departments. Duna la'y mga certain questions nga gipangutana ang members sa Council, ug anaa'y gipangayo nga mga written explanations nga gikinahanglang i-submit, aron himoong guide sa pag- approve sa maong budget.

LMP: Pila ang stipulated budget for 2014?

JSV: Ang budget nato karon is 529 million pesos plus.

LMP: How would it compare to the previous year?

JSV: Compared to the previous administration, mas ubos-ubos ang budget nato karon.

LMP: Ngano man, dili ba ang budget motaas man gyod na?

JSV: Ni-ubos ni tungod kay wala'y loan component nga gi-integrate sa atong budget.

LMP: Kon maghisgot kita ug budget, usa sa mga tahas nga gihatag sa atong mga magbabalaod, dili lang sa Executive Department, mao ang pagpahat kon pila ang mga kantidad nga ihatag sa mga proyekto. Sa atong pagpakighinabi sa usa ka batan-on, ang iyang gustong i-prioritize mao ang health and education. Ikapila sila sa inyong mga prioritized projects?

JSV: Dili lang nato i-rank, pero one of our priorities kining mahitungod sa panglawas. This is a basic service nga kinahanglang atong ihatag sa atong mga constituents. Secondly, ang education, because this is a very important tool that will fight against poverty.

LMP: Usa sa mga controversial issues karon is about education. Duna'y mga eskwelahan, gipangunahan kini sa University of the Philippines, Ateneo, UST, De La Salle, nga gustong ang pagsugod sa klase dili na sa Hunyo tungod kay ting-uwan. They are proposing either August or September. Kon ipangutana nato na sa Sangguniang Panlungsod, sa imong bahin pananglitan, is that okay?

JSV: In my own personal opinion, I don't agree with that plan.

LMP: For what reasons?

JSV: Mao naman god na ang atong naandan. Kon moingon ta nga ang reason sa pagbalhin gumikan kay ting-uwan ang month of June, anytime karon, because of climate change, even during summer time, mag-sige ug bunok ang uwan. Sa una maklaro pa nato when is the wet and dry season. Pero sa pagkakaron, lahi na, we cannot really tell what the weather situation is.

LMP: Atong isunod ang laing punto, nga ato nang nahisgutan sa miaging tuig. Asa sa inyong agenda, as far as priority is concerned, kining atong mga karsada, infrastructure projects, gawas sa City Hall.

JSV: Sa atong nahibaw-an, usa kini sa mga priority programs karon sa atong City Administration led by Mayor Baba Yap. Three months ago, diha ta'y gipasa sa Sanggunian nga supplemental budget in the amount of almost 40 million. Twenty million of that goes to the road rehabilitation and asphalting. I hope, this year 2014, kining road concreting projects nga ongoing karon sa atong Dakbayan sa Tagbilaran, mahuman na on or before the target date of completion this coming July.

LMP: Kon maghisgot gani ta ug appropriation or budget, it is basically, money. Ang dakong problema kon asa manguha ug kwarta. Sa miaging tuig, gahisgot ka nga duna'y mga collectibles ang miaging administrasyon for nine years, labi na kadtong mga negosyante nga wa hatagi ug permit, ug mao'y hinungdan nga for nine years, wa mohatag ug buhis. Ug matod pa nimo, nga kinahanglan gyod nga kolektahon. Ang akong pangutana, kay aduna'y nagsugyot, the possibility that the Mayor is given the authority, sa gitawag nga compromise agreement. Makig-negotiate siya niining mga negosyante, kay kon maghisgot kita ug siyam ka tuig nga wa'y bayad, kon ato nang sumadahon, hilabihang dakoa. Ang question niini, kon makabayad ba? Agree ba ka nga ang atong Mayor, hatagan ug authority to make some compromise?

JSV: Yes. Niabot na na nga referral, asking for authority for a tax liability compromise. Ato na kanang gi-refer sa Committee on Ways and Means. Some of the members suggested nga i-refer sa Committees as a whole, of which the Presiding Officer, the Vice Mayor, will handle together with the lead committee headed by Councilor Bompat. Mo-schedule mi ug meeting, and invite some personalities nga maka-guide nato kon unsaon na. Before, ang suggestion is a resolution or authority nga ihatag sa Mayor. Pero, I suggested nga it is better siguro nga dili resolution, but in a form of ordinance. Kon maghisgot ra ba ta ug compromise, duna'y moingon nga give and take. So, it is better nga in a form of ordinance, kay base sa reports may nangutana nganong wa ni makolekta; ug gitubag because the person refused to pay. Naa po'y uban nga giingon nga ang City refuses to accept payment...something like that. Mas maayo ning in a form of ordinance, kay whatever compromise nato niini, kinahanglan uniform gyod tanan.

LMP: Usa sa atong angay hisgutan dinhi Vice Mayor, kining panghitabo karon sa Tagbilaran, kay usa ako sa na biktima, kini bitaw'ng atong airport. Kon adunay eroplano nga nauna, dili na pwede mo-landing ang lain. Sa unang panahon, mahimo man gani tong duha o tulo. Pero karon nakamatikod ko nga dili pwede. Kon duna'y usang eroplano nga madaot nga anaa diha, tanang other flights ma-cancel. Unsa'y mahimo nato ana, isip magbabalaod sa Tagbilaran, ilabi na kay ang Dakbayan is deeply affected by this.

JSV: Ato kanang i-inquire, and perhaps, invite some personalities nga maka-shed light kanato with regards to that problem. Makig-meeting kita sa CAAP or anyone nga in- charge niini, so that we will also know kon unsa ang atong mahimo sa atong Syudad, para ma-solve ang maong problema ug mahatagan ug katin-awan ug kasulbaran.

LMP: Do you believe, it is really a big problem pagbalik sa naandan?

JSV: I don't think it is a big problem, kay kon nahimo sa una, nganong dili man karon? Ang atong mga turista, naapektuhan ang ilang mga flights. Pero, I am happy to note, nga the other three days ago, didto mi sa Panglao together with our family, nag- dinner mi. Nakaingon ko nga ang tourism didto is growing up again. Ang mga tindahan ug mga resorts, puno-puno na pod. Nibangon na ta, so mao nang, let us not forever dwell in sadness after all the calamities that hit our Province. But we cannot deny the fact, that the stress and the trauma nga atong na-experience in the 7.2 magnitude earthquake cannot easily be forgotten. At least karon, kon duna'y mga aftershocks panagsa murag dili na matingala ang atong mga tawo diri, unlike before nga matarantar dayon.

LMP: Well, anyway, 2014 na man gyod. Naghisgot kita sa mga kalamidad sa 2013. Isip panapos, unsa ang imong panlantaw for the year 2014?

JSV: In the year 2014, tungod sa daghang nitabang sa atong Lalawigan sa Bohol ug sa Dakbayan sa Tagbilaran, dali ra ta maka-recover. With all the help nga angay ta mopasalamat, from the Local Government Units, to the private sector, nga nitabang aron lang makabangon ug dali ang atong Lalawigang Bol-anon. I hope, this year, makabangon na ta fully. Gani karon, we are starting to move on, and a lot of sectors promise to help restore the beauty of the Province of Bohol. Sa tanang nahitabo, makaingon gihapon kita nga God has a better plan for us. I appeal to each and everyone, sa atong mga katawhan, nga magtinabangay kita for the good of the City of Tagbilaran and the Province of Bohol. It cannot be avoided that, despite the Vice Mayor's declaration of fully cooperating with the administration of Mayor Baba Yap, there are observers who are concerned with the notion that their differences in party affiliation is a constant “sword of Damocles” hanging overhead.

That is, if their respective partymates demand allegiance to the party each belongs. The saving grace is, both are gentlemen who know how to define the perimeters of friendship and enmity, of self-interest and public welfare. There could be innuendos about perceived disparity from both sides, especially if the minority bloc wishes to court the sympathy of the populace; but as of the moment this need not be blown up to uncontrollable proportions. Caution is the name of the game for both sides. But watch out in the incoming year or two, when names are floated around for the next political derby, and protagonists of the never-ending political drama will call a spade a spade, and swim against the tide, if provoked to assert themselves.
