Mightier the Second Time Around

 

H Practice makes perfect. This is a truism coolly manifested by Atty. Alexander Herrera Lim (AHL) at the 12th Council of Tagbilaran City. In the third month of the Sangguniang Panlungsod as the Lawmaking Body of the Baba Administration, one voice continues to dominate the floor every Friday: that of Councilor Aleckoy Lim. And there seems to be no down-trending of this phenomenon. Unexpected, but publicly accepted. As an offshoot, the controversial but respected Lawyer was become much sought-after for interviews in print and broadcast media. A good subject because of his knowledgeability and more than adequate exposure to the rigmarole of political innuendos. When he came to radio station DYRD-ZD for a 30-minute interview in “Nangutana Lang” at 6:30 PM on September 18, it marked the start of a regular Wednesday repartee with the veteran Lawyer (38 years of fruitful Lawyering), when he readily accepted my offer to have him as a resource person weekly.

Atty. Lim had his first taste of lawmaking when he became a Legislator at the Sangguniang Panlalawigan during the incumbency of Governor Constancio Torralba. The hiatus that followed gave him full time to his private practice and a hands-on tutelage of his children in their educational pursuits. His wife Elsie Trabajo-Lim also resigned from FCB to attend to family concerns. With two Lawyers, who also graduated from Ateneo like their father, and the youngest fully-winged as a businessman, Aleckoy is back to public service through an elective position. And this time, more potent that before.

LMP: Kinsa si Alexander Herrera Lim?

AHL: Manlalaban. Ordinaryong lumolupyo sa Tagbilaran. Nasayod ang tanan nga ako matawo sa Lungsod sa Loay. Natapos ko ang elementary ug segondarya sa Divine Word College (now HNU). Mipadayon ako pag-ekswela sa Manila, ug mikuha sa kursong abogasya sa Ateneo de Manila University.

LMP: Atty. Lim, dili tanang abogado sa tibuok kalibutan, bisan dinhi sa Bohol, nga aduna po’y mga anak nga abogado. Duna ko’y nailhan na Bar topnotcher, pero hangtod karon wala’y nisubay sa iyang dalan. Sa imong bahin, duna ka’y duha ka abogado, babaye ug lalaki. Unsa’y bation sa usa ka amahan nga abogado, nga aduna’y duha nga misunod sa iyang tunob?

AHL: Well, natural gyod sa usa ka amahan nga malipay sa naabot sa iyang mga anak. Wala ako magdahom nga mo-eskwela sila pagka-abogado, tungod kay wala sila mipakita ug interes sa dihang gagmay pa sila. Ang akong eldest son nga usa ka abogado, sa dihang high school pa siya, ang iyang gusto nga kurso was Physical Therapy. Ako siyang giingnan, nga kon unsa ang iyang plano, dili ko kabuot. Ang ikaduha namong anak nga babaye, sa dihang ni-graduate sa iyang kursong AB in Industrial Economics, niadto sa America for 1 year. Pag-uli niya, ni-take siya ug entrance exam sa Ateneo, ug mikuha ug Law. Ako mapasalamatan nga nahuman sila ug nahimong mga Abogado.

LMP:Years ago, sa dihang bag-o pa ako diri sa Bohol, miyembro ko sa Bohol Jaycees. Duna ko’y nakaila nga usa ka abogado. Siya nagkanayon nga ang iyang amahan dako ug ranggo, junior man siya, nahimo niya nga problema kon unsaon pagtupong sa iyang amahan. Duna siya’y gisulti nako nga dili nako makalimtan: “Dinhi sa Bohol, if you are not one of the top 10 Lawyers, you better get another employment.” Unsa’y imong ikasulti ana, Atty. Lim?

AHL: That’s a way of life. There are those who excel in their chosen professions, and those who do not. First of all, dili nato angay nga i-pressure ang atong mga anak. Ato silang hatagan ug kagawasan nga mo-explore sa ilang gusto sa kinabuhi. One time, I told my son, “You have to establish your own identity.” Although he has the advantage kay abogado nako, ug aduna na’y kaugalingong opisina. I started from nothing. Usa ako katuig nga nag-apprentice isip abogado, hangtod nga naminyo ko. Since my father-in-law usa ka retired Fiscal, so, nag-partner mi.

LMP: Sa sumada, nahimo kang banggiitang abogado, not because of any other reason, kon dili tungod sa imong kaugalingong kayod. Did you really want to be a Lawyer right from the start?

AHL: No, because I wanted to become a Priest. Sa pagtungtong nako sa high school, nananghid ko sa akong amahan nga mag-Pari ko, kay gi-recruit ko sa mga SVD Priests. Wala mag-expect ang akong amahan nga gusto kong mahimong Pari. So, wala na lang pod ko mingpugos, ug naka-decide ko nga mo-eskwela na lang saabogasya.

LMP: Karon nga na abogado na ka, wala kay pagmahay?

AHL: Wala ako magmahay. Ang akong amahan buhi pa hangtod karon, ug siya miingon nga sa dihang bata pa ko, there was a time nga mihangyo ko niya nga magpapalit ug libro. Iya kong gipangutana kon ngano, ang akong gitubag, “Kay ganahan kong mahimong abogado.” Maybe, I am destined to become a Lawyer, and serve the people who need justice.

LMP: Unsa may naka-aghat nimo nga mosulod sa pamolitika?

AHL: I entered politics in the year 1980, usa ako sa grupo sa KBL. In 1988, nidagan ko pagka-Board Member. It was my first experience as a lawmaker. After sa akong term, I went full-swing as a Lawyer.

LMP: Nganong mibalik man ka pagpapili sa miaging eleksyon?

AHL: Siguro, pagbuot sa Ginoo nga mobalik ko. Usa pod, nahuman na ang akong mga anak, and they have their own careers already.

LMP: Karon nga usa naka ka Konsehal, namatikdan sa tibuok Tagbilaran, nga you have become a very popular and controversial figure. How do you take that nga sa pagkakaron, hilabihang humota sa imong ngalan?

AHL: I did not expect that to happen. I am just doing my job. Mao kana ang akong gi- promise sa katawhan, nga kon ila akong butohan, maningkamot ko nga mosilbi kanila. Isip usa ka Konsehal, I have to do my homework, dili kay mo-attender lang sa session, molingkod, dayon maminaw.

LMP: Sa imong Privilege Speech sa miaging Biyernes, imong nahisgutan ang mahitungod sa State of the City Address ni Mayor Baba Yap, ug siya nagkanayon nga ang City Government is bleeding financially. Last week, ang atong City Administrator miingon nga bankrupt ang atong panudlanan. Sa miaging Biyernes, imong gihulagway ang posibilidad nga ang taga-COA (Commission on Audit), wala maghimo sa ilang trabaho. What is the update?

AHL: Well, sa akong nadunggan, anaa dinhi karon sa Bohol ang Regional Director sa COA. For nine years, wala’y klarong audit nga nahitabo, and no formal reports nga na-turn-over. I don’t have grudge with those involved, I just want to correct whatever needs to be corrected. As part of the Sangguniang Panlungsod, kami naningkamot nga makahatag ug solusyon sa maong problema. Mohimo kita ug mga lakang o ordinansya aron mahimong hapsay ang pagpadagan sa atong Dakbayan.

LMP:Tune in daily except Sunday: DYRD, 6:30-7:00 PM, for “Nangutana Lang.” Mondays are for Vice Mayor Toto Veloso. Tuesdays are for Councilor Aleckoy Lim. Fridays are for Kit Oppus. The other days are for other interesting issues and personalities. Unsa’y imong panapos para sa katawhan sa Dakbayan sa Tagbilaran?

AHL: Dinhi sa maong interview, aduna ako’y mga issues nga gibutyag, and hopefully, sa sunod natong panag-istorya, ma-explain nako further ang maong mga concerns. Trabaho lang ning akong gihimo para sa kaayuhan sa atong Syudad sa Tagbilaran. Ang atong tumong ug tuyo mao ang kausaban. Apan, asa man ang kausaban kon dili kita molihok?

Interviewing Atty. Aleckoy Lim was an exhilarating cruise down memory-lane, a bite of present-day issues, and a hint of the future, all in a fluid exchange of lines direct from the heart. That his almost four decades of espousing cases in the courts of law, he has been a fulfilling exercise of the democratic processes, he is happy to confirm. Those were trying years he had graduated from with flying colors.

Now is the time to be more purposeful as a public servant. It never came to his mind, that those who have observed the going-on at the Sangguniang Panlungsod have found in him a formidable voice to champion their cause. Queried about this, he always has the same answer: he was just doing his job. The best way he could, without expecting that people would see in him a leader for upliftment.

Of course, he is happy that people have noticed his concern for them and for the City. The three years he has marked to help the people of Tagbilaran is a full volition without expecting hosannas of gratitude. But when the heart-warming comments and gestures come, he is one to admit his happiness for being appreciated. And this mutual feeling inspires him to do better everyday for the good of Tagbilaran.
