The Torrefranca-Ouano match for the top post of the Philippine Councilors' League (PCL)-Bohol chapter finally pushes through this time. Councilor Antonio Ouano Jr. of Getafe backed off in the 2010 match against Councilor Ramonito Torrefranca of Carmen to allow the latter a free way to the league's presidency, avoiding a tough decision-making on the proposal about term-sharing. Instead of a term-sharing, Ouano preferred to be allowed a free way in the future PCL election. But Torrefranca denied the chance this time. In fact, it could have been a three-fight with Councilor Aleckoy Lim of Tagbilaran City. Both Torrefranca and Lim belong to the administration group now, the former being the latest convert.
To unify the administration votes, party leaders in the province anointed Torrefranca based on equity of the incumbent. This is based on the result of the consultation yesterday at the Bohol Cultural Center led by Governor Edgar Chatto, Vice-Gov. Concepcion Lim, First District Rep. Rene Relampagos and other administration party leaders. The presence of 3rd District Rep. Arthur Yap was also noted during the consultation. Ouano, however, banked on the votes from some colleagues belonging to the administration bloc, although he belongs to the opposition. The councilor from Getafe has been calling on colleagues to disregard party affiliation in voting for officers of the PCL on August 2. Whoever will be chosen president of the PCL-Bohol chapter will get an ex-officio seat in the Sangguniang Panlalawigan.
