The provincial officials will formally assume office noon time of today, along with duly-elected local government officials who have taken their oath of offices before Chatto in ceremonies scheduled beforehand. The swearing in rites will be witnessed by Department of Transportation and Communication Sec. Joseph Emilio Abaya, who is guest of honor and speaker. Also gracing the auspicious occasion are Department of Foreign Affairs dignitaries and officials such as Special Envoy to China Hon. Carlos Chan, H. E. Mohzin Razi of Pakistan, H. E. Panha Tout of Cambodia, Hon. Sein Nwe Aye of Myanmar, Mdm.
