Followers of a losing candidate in Inabanga are peddling the canard that a protest was filed and a corresponding recount was made and as a result their mayoralty candidate is winning in the last May 13 elections in that town. There’s no truth to this disinformation in a check with Mayor-elect Josephine Socorro Jumamoy as she belied reports circulating around adding they have no basis in truth and in fact. According to the same reports, followers of the losing mayoralty candidate were made to believe that they are winning in the electoral protest when there was no such protest being filed. It was widely believed by the camp of the winning candidates that the false information was aimed to mislead the people of Inabanga as a sign of desperation to an otherwise losing bid. To shot down any allegations of a recount, Jumamoy presented at least three certifications to demolish any claim of victory as alleged by the followers of mayoralty candidate Epifanio Muneses. Jumamoy won by a landslide over her opponent in another one-sided contest in the history of Inabanga elections.

One certification came from lawyer Lionel Marco Castillano, provincial election supervisor IV, who certified that based on existing records of his office, there are no election protest for all positions in the municipality of Inabanga, Bohol in connection with the recently concluded May 13, 2013 national and local elections.. Further, the certification stated, the Regional Trial Courts has jurisdiction over election protest or recount with regards to all municipal positions. At the RTC Bohol, lawyer Romulo Puagang, clerk of court VI & ex-officio sheriff, certified that per court records available in his office, there appears no election protest filed and or/ pending before the Court involving the newly-elected municipal officials of Inabanga, Bohol arising from the recently held elections last May 13, 2013. In the case of the election officer III of Inabanga, lawyer Edwin Palgan, who is the MBOC chairman certified that the records of his office bears that all the municipal local candidates belonging to the Liberal Party of this town, comprising the positions of mayor, vice mayor and eight Sangguniang Bayan members have been duly proclaimed as winner in the May 13, 2013 elections y the Municipal Board of Canvassers (MBOC).

It was further certified by the MBOC chair that there is no formal pre-proclamation protest filed by any of the losing candidates against any of the winning candidates before the board. The MBOC furthermore certified that this office has not received any sort of communication or processes from any court, Comelec-Manila, or any other tribunal or body regarding any protest/recount/controversy related to or in connection with the just concluded elections. The certification was issued upon the instance of the entire Liberal Party slate of Inabanga, Bohol, thru the representation of their legal counsel, lawyer Jonel P. Torregosa, to support their claim that the rumors regarding the “losing candidates is about to win the recount in their election protest in Comelec Manila” has no basis at all, and for any other legal purpose this may serve.
