It’s not just being there and being available at the right time, nor having all the luck in the world, that makes a man a success. What is more significant is his ability, his giftedness and knowledgeability, his perseverance and determination, and the principles he lives by. Life, after all, is not a matter of chance, but of choice. When his father was not eligible anymore for a fourth consecutive term in Congress, as mandated by law, it was timely that he just finished his course in Law at Ateneo de Manila University, as a Cum Laude; thus, the encouragement he got from his relatives and friends to run as a Representative of the Third District of Bohol was met with approval. Before that, he had a four-year Bachelor’s degree in Community Development from UP, where his concentration was on the needs and problems of the masses, especially in the grassroots. These two exposures made him ready for Congress.

The announcement of his passing the Bar during the campaign season sealed his rank as a Legislator. When he was declared one of the Outstanding Congressmen of the Philippines two years later, all doubts about his capabilities were obliterated. His coming back to Tagbilaran City for a private practice was his choice. Running for a seat in the Sangguniang Panlungsod was also his decision. Now that he’s going to be the Majority Floor Leader of the SP, being voted Number One Councilor of the City, it is still his choice to be at his best when doing the job. His experience as a Congressman would be put to good use; he is not anymore a fledgling in lawmaking, but one of the most adept when he will take his oath-of-office on June 30.

This interview was made in “Nangutana Lang,” DYRD-ZD, June 11, last Monday. Atty. Adam Relson Lagrada Jala (ALJ) came to the radio station, looking refreshed and capable of anything.

LMP: Midaog ka nga usa ka Kongresista, natingala ang mga tawo nganong midagan ka pagka-Konsehal. Kon ang katawhan mao’y pangutan-on, maka-ingon sila nga mora ug mios-os ka kon maghisgot man kita ug ranggo. Pero sa una natong interview ning atong tulomanon, imo nang gipadayag ang tanan. Karon, akong pangutana, unsa’y bation sa usa ka bag-ong Konsehal, labi na isip Number One Councilor sa Tagbilaran?

ALJ: Of course, very thankful ta, ilabi na sa atong mga supporters nga ila tang gibuligan isip Numero Unong Konsehal sa Dakbayan sa Tagbilaran. Nabati nako ang ilang pagsalig kanako, ug dili gyod nato kana pakyason. They can be assured nga ang atong commitment ug dedication sa pagserbisyo atong ihatag sa Dakbayan.

LMP: Duna ta’y tradisyon Atty. Jala, nga kon modaog kang Numero Unong Konsehal sa Tagbilaran, ang mga tawo motan-aw ngadto sa unahan ug ilang makita nga dili kay moundang lang ka pagka-konsehal. Si Toto Veloso ug Nuevas Tirol Montes, mga numero unong Konsehal, nahimo nga mga Vice Mayor. Karon, si Baba Yap, usa ka numero unong Konsehal, nahimong Mayor sa Tagbilaran. Mao ba gihapon kini ang lakang nga imong pagasundon? Will you be the next Vice Mayor of Tagbilaran City?

ALJ: Mao gyod na ang kanuna’y nga isug-sug kanato everytime i-congratulate ta sa atong mga supporters, amigo, ug mga relatives. (Laughs) As of now, wala pa ta naghunahuna niana kay ang atong focus mao man ang atong trabaho, ug ang atong mga gisaad ngadto sa katawhan nga serbisyo para kanila isip Konsehal.

LMP: Kon atong balikon, unsa man kadtong imong gisaad during the campaign period? Let’s start with the first one.

ALJ: Sa miaging kampanya atong gipakita sa katawhan ang plataporma sa atong grupo ang, Pundok Panaghiusa. Una niini ang paghatag ug trabaho pinaagi sa atong Division of Labor. Ikaduha niana ang mga legal aspects sa services. When we say legislative process, nanginahanglan kini ug usa ka Legal Technician kay aduna kana’y mga balaod nga pagasundon. Importante gyod ang usa ka abogado o ang may kasinatian sa balaod aron mapatuman kini sa saktong lakang.

LMP: Labi na sa imong dapit diin nahimo na ka nga Kongresista. Atong balikon, Atty. Jala, kay duna’y nangutana nako sa imong pagka-estudyante. Ako nakahibalo nga you were always one of the top students. After high school, asa ka mi-eskwela?

ALJ: I went to UP Diliman and took up Community Development. Usa kana ka kursong naghatag ug pagtagad sa people empowerment. Pagkahuman sa akong four-year course, ni-eskwela ko sa Ateneo for my bachelor’s degree in Law.

LMP: You finished your bachelor’s degree at the University of the Philippines which is one of the top schools sa tibuok kalibutan. Nganong mibalhin man ka’g Ateneo?

ALJ: I wanted to experience a new environment. I was young at that time ug ganahan kung mo-explore sa other possibilities. So, I decided to take up Law at Ateneo.

LMP: It can be told nga nahimo kang Kongresista, and in fact, gi-announce ang result sa Bar during the campaign period which was a plus factor in your case. Atong mahinumduman karon nga, Rene Relampagos, the current Congressman, also studied at Ateneo. Arthur Yap is also an Atenean. Does it follow that when it comes to Law, Ateneo is number one?

ALJ: For me, I love my Alma Mater. Isip usa ka Atenista, moingon gyod ta nga number one and atong eskwelahan. But of course, other people may judge ug kinsa’y para nila ang number one educational institution diri sa Pilipinas. Naa may mga certain standards to determine ug kinsa gyod ang numero uno nga eskwelahan.

LMP: Pero for both schools, UP and Ateneo, dili kay bisan kinsa lang ang makasulod. They have their own criteria and requirements.

ALJ: Well, one must pass the entrance exam, and maintain the grade they have required. Nanginahanglan gyod ug hardwork ug abilidad sa kurso nga gikuha.

LMP: Speaking of abilidad, you graduated With Honors (Cum Laude), right? Which means to say nga dili ka ordinary nga graduate. Kay mao man gud na ang gipangutana sa mga tawo... diin man na siya gikan, unsang eskwelahana? In the Philippine setting, the school speaks a lot. Asa ka mag-eskwela, daghan ang ikasulti sa katawhan. So, you come from two of the best schools in the country, unya With Honors pa pag-graduate. Dili na ma-question ang imong kridibilidad, especially that you were in Congress. Now, comes the next stint, kini nabalita na sa mga pamantalaan ug radyo, nga you are running for the position of President of the PCL (Philippine Councilors League).

ALJ: Mao na’y ilang kanunay nga pangutana kanako kung modagan ba ko isip Presidente sa tanang konsehalis sa tibuok Bohol. I already answered that question in the past interviews I had, ug akong tubag, wala pa gyod ko ka-decide as of now. I need to consult to some people with regards to this matter, of course, sa akong pamilya, ug sa akong mga kaubanan sa grupo.

LMP: Mangutana ko nimo Atty., unsa pa ma’y imong i-konsulta? People perceived you as somebody on top, you are a Lawyer, unsa pa man ang gikihanglan nga nahimo na man gani kang Congressman, kana pa kaha nga pagka-Presidente sa PCL ang dili kaya?

ALJ: Well, Sir Loy, nanginahanglan pod ta ug opinion sa ubang mga tawo inorder to make a better decision sa atong mga major actions and plans. Dili sa tanang panahon nga atong huna-huna, mao’y sakto kanunay. So, I need the viewpoints of others ug ato nang i-weigh if mao ba gyod na ang sakto nga lakang, ilabi na nga usa kana ka sensitive ug major decision ang pagka-Presidente sa tanang Konsehalis sa tibuok Bohol. Hopefully, we can make a definitive answer siguro by July.

LMP: Kanus-a ang eleksyon sa PCL?

ALJ: I think, it would be in August. Siguro, after the Oath Taking inig-sugod nato ug lingkod, ato nang mahibal-an ug unsa ang atong desisyon.

LMP: Akong nahibaw-an sa niaging PCL, ang National President was not a Lawyer, si Alma Moreno, usa ka artista, bomba star nga way klaro kon nakatapos ba sa high school. I would like to ask you, is it really that way... anybody could be the National Federation President of the PCL?

ALJ: That is the democratic process. As long as he is qualified and a member of the Philippine Councilors League, then, he can be elected to the position. I cannot question the wisdom sa atong mga Konsehal sa ilang pagbotar kang Hon. Moreno. Kung unsa ang desisyon sa mayoriya sa PCL, mao kana ang matuman.

LMP: Ato lang ikapanghagdaw nga kon ang usa ka artista, nga wala gani ta nakahibalo ug ni-graduate ba ug high school, nahimong Presidente sa tanang mga konsehalis sa tibuokPilipinas, unsa na kaha si Adam Jala nga gikan sa UP, Ateneo, Honor graduate. (Laughs) Isip usa ka magbabalaod, duna’y mga punto nga sa matag karon ug unya akong madunggan nga gihisgutan, kining Republic Act 9344 (Juvenile Justice and Welfare Act of 2006). Since 2006, akong nahibaw-an nga gipasiugdahan kini ni Senador Kiko Pangilinan. Nahimo kining balaod ug dinhi sa Tagbilaran mismo, dako kaayo ang problema. Sama pananglit sa mga tindahan, duna’y mga bata nga nag-edad ug 11-12 nga mangawat. Pero inig-dakop, nagkanayon man ang balaod nga dili sila mapreso, instead i-uli sa ginikanan. Akong na-istorya ang DSWD, ug aduna’y mga bata nga wala’y ginikanan ug ang uban taga-Cebu. Ug kining mga grupoha, magbalik-balik lang gihapon ug pangawat. Nakadungog ko nga naa’y plano nga i-amindar ang balaod. Sa imong bahin, is this law ready to be amended?

ALJ: Usa kana sa gi-question kanato sa atong pag-konsulta sa mga nagkalain-aling sector niadtong kampanya. Isip in-charge sa legal aspect sa grupo, kita ang mitubag sa maong pangutana. Kanang balaod nga dili ma-preso ang below 15 years old, tungod kana kay wala pa sila’y criminal intent. Meaning, wala pa sila’y klarong freedom or intention nga magbuhat sa usa ka criminal act because they are below the age of discretion. Sa pagkakaron, usa kana sa major concerns ilabi na sa Tagbilaran. Daghan na kaayong mga batan-on nga nalambigit sa mga criminal activities like drug trafficking, kawat, etc. ug lisod kana sugpoon kay dili man sila ma-preso. Ang usa sa gi-propose is ang pagtukod ug Center for Juvenile Delinquents. Usa ka institution nga mao’y mo-disiplina ug mo-train sa mga batan-on nga naka-commit ug criminal acts. Nanginahanglan kana ug budget sa pagtukod sa building, pag-hire ug social workers, ug uban pang mga personnel nga mao’y mo-educate sa mga bata. Kining mga bataa, Sir Loy, nanginahanglan ra kini ug guidance. Dili gud ni ingon nga aduna sila’y klaro nga intensyon nga mobuhat niana, tungod lang siguro na sa ilang social environment, peer-pressure, ug ang way of upbringing sa ilang mga ginikanan. This worsening condition needs the intervention of the government para mahatagan ug pagtubag kining maong social problem.

LMP: According to Sen. Chiz Escudero, ang tambal ni ana is rehabilitation.

ALJ: Yeah, it’s the same concept. Kay sa balaod karon ang nabutang lang didto mao ang pagbalik sa bata ngadto sa ginikanan. Isip basic institution sa society ang family, gitagaan sila ug freedom ug unsa ang ilang pagabuhatong disiplina sa ilang mga anak.

LMP: Pero kadaghanan niining mga bataa, ang mga ginikanan wala man po’y disiplina. There are many nga gipasagdan lang.

ALJ: That is the problem because even the family, wala nakabuhat ug tabang sa ilang mga anak. So, kinahanglan gyod nga mo-intervene niining problemaha and gobyerno.

LMP: As you said, it needs money.

ALJ: Of course, nanginahanglan kini ug funding para sa building ug mga personnel.

LMP: Kay ako lang nahadlokan ba, kay akong natapos ang Dan Brown’s “Inferno.” Unya na-intriga ko tungod kay diha ni sa telebisyon, gihisgutan nga one of the main characters said that, “I have run through the gates of hell!,” ug mao kini ang Manila.The novel stated her experiences, ang 6-hour traffic, criminality everywhere, child prostitution, etc.In fact MMDA Chairman Tolentino, wrote a letter to Dan Brown. Hangtod karon wala pa’y tubag. Sa akong pagbasa, akong nakita nga ang author was truthful. What he pictured there is happening in Manila right now. So, balik ta sa rehabilitation thing, that is what supposed to be done. As a Councilor, would that be one of your concerns?

ALJ: Yes, usa kana sa atong concerns. In fact, ato kanang gihisgutan sa atong consultation meeting with the representatives of the different sectors diri sa Tagbilaran. Importante gyod nga hatagan ug pagtagad ang criminality issues sa atong Dakbayan, ilabi na ang mga juvenile delinquents. We should not forget to strengthen our family ties, ug ang saktong koordinasyon sa atong mga educational institutions ug sa Barangay. This could not be solved by one sector only, we need the cooperation of everyone involved, so that we could come up into a better resolution.

LMP: Kanus-a ang inyong Oath Taking ceremony?

ALJ: This coming June 30, Sir Loy.

LMP: Unsa ang imong mensahe sa mga taga-Tagbilaran karon nga mohural naman ka isip Number One Councilor sa Dakbayan.

ALJ: Una sa tanan, akong sinsiro ug kinasingkasing nga pasalamat sa tanang lomulupyo sa Dakbayan sa Tagbilaran sa ilang gihatag nga pagsalig ni Atty. Adam Relson Jala, isip Numero Unong Konsehal. Akong ikapasalig nga akong ihatag ang atong full dedication ug commitment sa pagserbsiyo sa katawhan pinaagi sa pagpasa ug mga balaodnon ug resolusyon para sa kaayuhan ug kauswagan sa atong Dakbayan.

Atty. Adam Relson Jala is a class all his own, and is not expected to be just a run-of-the mill Lawmaker. His first 10 years as a student were spent at Bohol Wisdom School, one of the best in the country. For his 8 years in college he studied in two of the best schools in Asia, in a survey made by Quacquarelli Symonds. His exposure to Community Development at UP, noted for upholding individual dignity and man’s rights to fight for his own peace in the masses. Ateneo shaped him up as a legal mind adept at the rumbles of court battles. His 3 years as a Congressman made him an expert in the law-making process.

I am one of those who was delighted in his winning as the Councilor of Tagbilaran City. It proved that the Tagbilaranons know a real gem when they see one, and repudiate those megalomaniacs who wish to make a livelihood out of lawmaking.

This time, Tagbilaran City is his choice, and this is a reason to celebrate.
