Mayor-elect John Geesnel Yap readies 1st 100 days program

 

Tagbilaran’s unparalleled forthcoming advancement and progress begin with its crucial first 100 days with Mayor-elect John Geesnel “Baba” Yap at the city hall helm. So the people will know what is awaiting the city with Mayor Yap’s governance, enumerated hereafter are the detailed programs he will be commencing on the very day he sits in office; Coun. Baba Yap and Coun. Kit Oppus will personally lead a “Due Diligence In-house Audit” of all financial transactions entered into by any city hall employee and each of the Department Heads will also undergo the rigid auditing procedure. Controversial transactions like the Agora Deal, the city abattoir, wet markets and bus terminals will be scrutinized to make sure that the tax payers’ money has not gone wasted. If evidence so warrants of corruption, regardless of position, political affiliation or seniority, criminal and administrative cases will be filed against erring government officials and employees! His campaign mantra “no one is above the law”, will be tested if he was true to his word.

As part of the auditing procedure, the findings of the financial position of the city as to the availability of funds, assets and liabilities will be made public. All of the P.P.A.s – Projects, Programs and Activities, will be assessed, evaluated and classified accordingly; Implemented, On-going or To be implemented. There will be a massive personnel audit, profiling and performance evaluation involving all City Hall Officials and Employees with regard to their job responsibility, functions and roles. Conduct an Executive Legislative Agenda (ELA) which will be participated by all the representatives of the different sectors of our society to map out a 3-year program and to determine the 1st 100 days priority programs. Allocate an Annual Budget Preparation that can fully address the annual investment plan per the approved E.L.A. Consult with the present water and electricity service provider to put an end and solve the water crisis in the city, alongside with some electricity problems, subject to standards mutually agreed upon between the city government, client and by the utility provider. Completion of all road rehabilitation and other top priority infrastructure projects and other public utility services. Conduct feasibility studies on the losing economic enterprises entered into by the city to make it viable and sustainable. Convene an Employment and Livelihood Council to ascertain the worsening unemployment and underemployment rate of the city, and to immediately implement measures to curb the employment and livelihood deficiency.

Immediate deployment of Health programs and services such as but not limited to, free medicine and medical check-up, free dental services, free basic laboratory examinations, employ more professional medical practitioners like doctors, dentists and nurses, maternal and child care, feeding programs and other basic services. Convene a Tagbilaran City Security Convention involving the Police, P.D.E.A., NBI, Military, local barangay security officials and the different representatives of the different sectors to discuss the impending security problems that befall us like the worsening illegal drugs trade and use, theft and robbery. Evaluate the existing Educational programs as to its budget appropriation and implementation, making sure that no child is denied his/her birthright to education. Maximize the utilization of the A.L.S. program for our out-of-school youths and create productive extra-curricular activities for students to live up with Pundok Panaghiusa’s new Education slogan, “It’s more fun to be in school!”

After earning the mandate of the city electorate Mayor-elect Yap relayed his message of thanks to his people, saying “my profound and heartfelt sense of gratitude to everyone! Your trust and confidence in my leadership will be my undying zeal and commitment to serve Tagbilaran to the best of my ability. Together, we can make our dreams come true. Together, we can make our beloved city great and prosperous. I am enthusiastic that this triumph will be the catalyst of change in governance that will ensure that all the basic services will be delivered to each and every citizen!
