Show of force mars P-Noy’s Bohol visit

Gov. Edgar Chatto with the full support of the entire local government machineries starting from the barangay level made a show of force Wednesday calculated to mesmerize his special guest President Benigno Simeon Aquino III. Described as one for the pages of history in a press release churned out by the Capitol media bureau, Chatto and company made no stone unturned to highlight the President’s visit with the turnout in crowd attendance unprecedented in recent memory. It was practically a double treat for a visiting presidential dignitary: barangay day celebration and TOBOY awarding ceremonies and later the mass oath-taking of new Liberal Party members. With the Bohol Wisdom School as venue filled to the breams, the first activity was Bohol’s Barangay Day. Coming to fit the occasion of Barangay Day, the President conferred The Outstanding Barangay Officials of the Year (TOBOY) awards to barangay officials who displayed exemplary performance of their functions.

Established and institutionalized by the Department of Interior and Local Government (DILG) Regional Office and Local Administration and Development Program Alumni Association of the Philippines (LADPAAP), the TOBOY Awards is considered the brainchild of Chatto in his long term stint as regional president of LADPAAP. The award recognizes leadership qualities, delivery of basic services in the barangay, performance of duties and responsibilities, responsiveness to community problems, innovations, and other such accomplishments of barangay officials in Region 7. P-Noy himself handed plaques of recognition to Punong Barangays Amado Samijon of Bentig, Calape, and Alan Mangmang of Songculan, Dauis; Barangay Kagawads Leonor Samijon of Bentig, Calape and Nicolas Gamao of Boyog Proper Balilihan; Barangay Secretaries Marie Xanthophyll Mirasol of Lajog, Clarin and Ignacia Baquial of Bentig, Calape; Barangay Treasurers Marithel Patac of Boctol, Balilihan and Esmeralda Halawig of Bentig, Calape; and SK Chairpersons Charlene Maliza of Zamora, Bilar and Mark Jason Rosales of Bentig, Calape. Named Outstanding Lupon for the 1 st to 3 rd class municipality category was the Lupong Tagapamayapa of Santo Nino, Talibon while the Lupong Tagapamayapa of Songculan, Dauis was Outstanding Lupon for 4 th to 6 th class municipality.

The awardees were accompanied by their respective mayors and municipal local government operations officer during the awarding.

Para bang lahat ay ganadong maglingkod, at handang humanap ng paraan upang maghatid-ginhawa sa kapwa,” the President said, distinguishing the excellence of Boholanos, barangay officials in particular, whose contribution to the progress of the nation deserved more than the accolades given to them. He also urged both government officials and fellow workers to follow the straight path, so to speak, endorsing the brand of service and leadership of Chatto, Vice Gov. Conching Lim and LMP Bohol Chapter President and Trinidad Mayor Bob Cajes, Liberal Party bets in the upcoming 2013 elections.

LP MASS OATHTAKING

After the awarding, Pres. Aquino went on to witness the mass membership oath taking of Bohol officials to the Liberal Party. Clad in yellow shirts, city and provincial officials took their oath to the party, led by Senator Teopisto “TG” Guingona III, to form a solid ground and support in the coming 2013 elections in Bohol. The officials were assured of the Party’s support when Pres. Aquino ended his speech with “Padayon Bol-anon, Padayon Pilipinas!”.

START OF NEW BOHOL AIRPORT

The President’s presence in the barangay day celebration and in the swear-in rites strongly pronounced support of National Government for the province, in addition to his pronouncements on the approval of the New Bohol Airport Project – its construction slated for November 2013 and completion targeted by end of his term in 2016. Also among programs widely implemented in the province are DSWD’s Pantawid Program in which 46,202 families have been served, the Antequera - San Isidro and Sagbayan - Danao roads, and the sitio electrification program which will have energized 136 sitios in the 2 nd and 3 rd Congressional Districts by end of this year.

PARK, TRAIN MOBILE CLASSROOM

The visit of the President also saw to the launching of the Park and Train Mobile Training Classroom Program of TESDA, a technology-based community training program designed to make skills training more accessible to the public, especially those in remote areas. A computer laboratory, contextual learning area and training and learning resource areas for students, the bus will offer courses such as Automotive Servicing NC1, Motorcycle and Small Engine Servicing NC II, Electrical Installation and Maintenance NC II, Mechatronics Servicing NC II and Computer Hardware Servicing, as well as Community Disaster Management. It may also offer modules on Building/House Repair and Maintenance Services, Beauty Care and Wellness Services, Appliance Repair Services, Automotive/Vehicle Maintenance Services and Computer Hardware Services. Later on, the bus will also serve as assessment centers for graduates who want to undergo the competency assessment and be certified later on as TESDA Specialista. DTI Sec. Gregory Domingo, DOE Sec. Jose Almendras, Rep. Risa Hontiveros-Baraquel, and Sen. TG Guingona accompanied the President in his trip to Bohol. ( With reports from Leah/EDCom)
