Panglao leads the way in putting traffic order

 

Trying to push the limits of his political will to put order in the streets of Panglao, Mayor Benedicto Alcala is making an unthinkable decision which local chief executives quiver in fear for any possible political fallout. But not Alcala who prides to idolize the example of Puerto Princesa Mayor Edward Hagedorn in dealing with the intricacies of good governance. In his own tough way, Mayor Alcala made the unthinkable hereabouts by requiring all drivers of all kinds of vehicles, whether public or private, to undergo a seminar on the basic traffic rules and regulations.

The Alcala idea is designed to put order and discipline among drivers in using the streets of Panglao. The first order of business for drivers to ply the Panglao streets is that at least there vehicles should be equipped with all the safety gadgets—lighting systems, registration papers, drivers license, etc., as a way of inculcating the drivers the basic courtesy of complying traffic rules and regulations. For drivers to avoid hassles because mobile checkpoints will be mounted in strategic places, certificates of attendance will be issued to those who comply the seminar requirements.

The most importance impact of this requirement is that the municipality will have a database of vehicles going to and from the municipality. Mayor Alcala said in case an emergency do take place involving vehicles using the Panglao route, it will be easy for authorities to trace up the vehicle involved in say a traffic accident. In accordance with an existing ordinance, penalties will be meted out to those who are found to be violating traffic rules.

The drivers' seminar is clustered in three batches.

To be held at the Panglao Cultural Center, the following schedule is in order: On March 4, drivers from Lourdes, Tangnan, Bilisan, Pooc, and Doljo; March 5, Poblacion, Danao, Tawala, Bolod and Libaong; and drivers from outside Panglao, they can choose from any of the schedule above. The seminar starts at 1:00 in the afternoon in the dates mentioned earlier.
