DILG develops on-line nat'l. info data base

 

The Department of Interior and Local Government (DILG) has developed an online national information database called the Local Governance Performance Management System (LGPMS). DILG Secretary Jesse Robredo described the LGPMS as a self-assessment, management and development tool that enables local governments such as provinces, cities and municipalities to determine their capabilities and limitations in the delivery of essential public services. In an official communication sent to local government units, Robredo said the LGPMS is capable of generating the state of local governance performance e-report which accentuates on how a local government values the fundamentals of good government.

This includes transparency, participation and financial accountability, and its performance in administrative governance, social governance, economic governance and environmental governance, Robredo added. Also available is the financial performance e-report which is a practical tool to gauge a local government's financial performance in relation to the financial performance of all governments within the same type and income class. The LGPMS also provides information on the state of local development e-report (e-SLGR) which embodies information on obtaining socio-economic conditions and on environmental health of individual city and municipal governments. Robredo said the e-SLDR for a province is the summary of all results of its component cities and municipalities.

The LGPMS also provides information on the provincial, regional and national summaries for e-SLGR presented by service area level in a performance area, and grouped by performance description, grouping by performance description which enables a provincial government and concerned national government agencies to identify which among the component LGUs need more assistance and intervention, and on what areas. Finally, the LGPMS offers information on provincial, regional and national summaries for e-SLDR. It is presented by indicator, sub-sector, sector and overall development levels and by development index to highlight local governments facing development issues or core development challenges, as well as those which can be described as with acceptable or desirable level of development.
