5 Capitol men identified with Herrera get new posting at GO

 

Five personnel at the Vice Governor's Office (VGO) have been reassigned in what Capitol watchers view as the start of a revamp to neutralize key aides of ex-Vice Gov. Julius Caesar Herrera. The five are Francisco Obedencio, Diovile Mar, Rosela Galao, Tiara Lourdes Bulilan and Glenn Aranjuez. In memorandum order no. 5, Vice Gov. Concepcion Lim directed the five personnel to report to the Governor's Office (GO) “and seek further work assignment” from Liza Quirog. Lim's memo dated July 2 said the reassignment of services was in response to a letter from Gov. Edgar Chatto “for personnel complement” from the VGO for the give “who have the expertise and experience in local legislation and policy development as “per request” of Quirog.

The five, who are perceived to be loyal to Herrera, were give five days from receipt of the memo to clear themselves of property and monetary accountabilities from the Sangguniang Panlalawigan office. They were also directed to submit a notice of compliance as soon as they report to the GO. In his letter to the vice-governor, Chatto said Quirog, who now heads the Social Economic and Environmental Management (SEEM) cluster under the GO, requested for personnel “who have the experience and expertise in local legislation and policy development.” “This need was identified during the Strategic Planning Workshop and the Executive-Legislative Agenda Workshop which were recently held from July 7-9, 2010 in order to assist the staff in the executive department, for a more effective and efficient policy formulation in the Provincial Government,” Chatto wrote Lim. In his letter, Chatto gave the technical descriptions of the skills and expertise needed in the SEEM cluster.

They were a policy development researcher, a policy development associate researcher, a writer, an administrative aide and a utility/driver. It was not explained why an administrative aide and utility/driver could not be found in the GO and had to be taken from the VGO. In the run-up to the last election, Quirog became controversial when she was accused of indirectly campaigning for Chatto while using the activities of the Office of the Provincial Agriculturist which she headed. The allegations were never proven. Quirog and Obedencio in fact engaged in a spirited debate when the issue became full-blown.
