33 BISU grads march to history in Balilihan campus

Thirty-three computer science and industrial technology students became part of history as first batch of graduates of the Bohol Island State University (BISU) in Balilihan on Monday, March 22. The Balilihan campus is BISU's satellite. They are the pioneering graduates of the Balilihan campus of the first and only state university in the province. Some of them are even from Tagbilaran City , Bohol 's very center of learning, and as far as Mindanao. Graduation guest speaker Rep. Edgar Chatto expressed joy over the school's “first harvest,” but not without challenging the school administration and faculty to sustain their “quality production.” He also dared the graduates to make the best of their learning since the actual world is outside the portals of their alma mater. Chatto is the principal author of the law converting the then Central Visayas State College of Agriculture, Forestry and Technology (CVSCAFT) into what is now BISU, which main campus is in Tagbilaran City. He was joined in the historic commencement rites by fellow guests BISU System president Dr. Elpidio Magante, Vice President for Academic Affairs Louis Palapar and the college directors of the university's other campuses.

The school separately held its recognition rites and tribute to parents earlier on the day with guests Roy Bayonas, system analyst of the Hewlett Packard Asia Pacific, and Pureza Veloso-Chatto representing her husband, who is the Lakas bet for Bohol governor. The campus in Balilihan under College Director Ernesto Rulida is BISU's newest satellite. The other campuses are in Bilar, Candijay, Calape and Clarin. Chatto also spoke in the graduation rites at the BISU Main Campus in the city which new multi-purpose center he earlier inaugurated. He funded the center construction. Prof. Fernando Restificar is the main campus director. It was the school's 77th graduation rite, to include its past commencement exercises as the then Bohol Trade School, Bohol School of Arts and Trade, CVSCAFT and, finally, the BISU Main Campus.Regional Director Amelia Biglete cited Chatto's supreme legislative effort for the BISU Law. She came and spoke in behalf of Commission on Higher Education (CHED) Chairman Emmanuel Angeles. Chatto has given academic excellence and leadership award medals to top graduates in all school levels this year. He has institutionalized his student award system since his vice governorship.

In the Balilihan graduation, Chatto announced the bold dream to also establish specialized BISU campuses in Ubay, Danao and Dauis. More children of poor and low-income families can thus get a university education that is accessible by cost and distance. The Balilihan campus is privileged to have right in its premises the District Congressional Library of Bohol, one of only three in the entire country. National Library of the Philippines (NLP) Director Prudenciana Comiling-Cruz, a Boholana, said the Balilihan library is now one of the “kiosks” of the Philippine e-Lib, the first public electronic library in the country. It helps students in the universities and colleges in their research for thesis and dissertation as well as references on rare materials, database, e-journals and e-books. A kiosk is given full access to the resources of the e-Lib . It can download documents for free for the users who want them, and pay only for the printing of such document to the clienteles' research needs. The e-Lib project aims to provide access to information to citizens for life-long learning and enrich local content in digital format for community and global access. It provides library and information services network to academic and government institutions for optimum use of resources. The exchange of knowledge resources among various sectors of society, including regional and international users, are promoted and accelerated. Chatto was cited for his uncompromising lobby for the establishment of Bohol 's district congressional library and its consequent e-Lib “kiosking.” (Ven rebo Arigo)
