LGU-Loon, DENR-LAMP 2, distribute 63 free land titles

A total of 63 Loon landowners received their free patent land titles from DENR-Land Administration and Management Project (LAMP2, in coordination with the Registry of Deeds (ROD)- Bohol and LGU-Loon during the land title distribution held at the Loon Sports and Cultural Center on October 29, 2009. Loon Mayor Lloyd Peter M. Lopez, MD and Vice Mayor Edwin R. Ladeza led local officials, who included Loon SB Kag. Ricky U. Masamayor, Kag. Timoteo Legitimas, Kag. Precy Branzuela, Kag. Narciso Neri and Loon ABC President Cesar R. Pedrigal, during the distribution. Also in attendance were DENR-LAMP 2 officials headed by Deputy Project Manager Forester Eduardo M. Inting and personnel from the Registry of Deeds(ROD)- Bohol .

The 63 land titles, which were owned by landowners from different barangays in Loon, composed the first batch of registered patent titles distributed by the ROD-Bohol and processed through the DENR-Land Administration and Management Project (LAMP) 2. These landowners were the first to apply and submit the necessary papers for documentation, thus, their early processing.

The LAMP is a joint project of the Department of the Environment and Natural Resources (DENR), Land Administration Authority (LRA), Department of Finance (DoF) and Department of Agrarian Reform (DAR) with loan support from the World Bank, technical assistance grant from the Australian Agency for International Development (AusAID) and facilitation support from the municipal and barangay local government units. This project enables landowners to register their lands and own a Certificate of Title in only a few months time with minimal expense.

In the entire country, only three provinces have so far enjoyed the benefits of LAMP. LAMP 1 was first started in 2001 in Leyte . Its overwhelming success in that province led to its implementation as LAMP 2 in Bohol in 2007, followed by Bukidnon in October 2008. The first Bohol towns where LAMP 2 was introduced included Maribojoc, Garcia-Hernandez, Buenavista, Trinidad , Candijay, Catigbian and Balilihan. LAMP 2 is now on-going in the municipalities of Loon, Anda, Corella, Sikatuna. Loay. Jagna, San Miguel and Ubay.

Through the efforts of Mayor Lloyd M. Lopez, aided by the 10th Sangguniang Bayan led by Vice Mayor Edwin Ladeza, LAMP 2 officially begun in the month of August 2009, with office at the former Rural Bank of Loon ( Bohol ) Inc., building. Since then 63 land titles have been processed and distributed to their owners. A second distribution is scheduled in the near future. The DENR-LAMP 2 is headed by Deputy Project Manager Forester Eduardo M. Inting, Operations Unit Head Glecerita C. Racho, Technical Support Unit Head Emiliano Hormachuelos, and PM & E Supervisor Ma. Alita Lugo.

Loon's LAMP 2 Systematic Adjudication Field Office (SAFO) 5 is led by Systematic Adjudication Team (SAT) Leader Reynaldo J. Caseñas, assisted by Deputy SAT Leader Filoteo D. Guia, Land Management Officer Christopher Vitorillo, Community Development Officer II Ranie C. Ibañez, Land Adjudicators Arthur Bagcat, Ruel Raña and Crispin Lacea, Deputy Land Inspector Simplicito Reancho; and SAFO 5 staff which include Administrative Assistant Victorina T. Jumawid, Records Officer Brenda C. Pusta, Land Holding Verifier Philip Ryan Monreal, Technical Description Researcher Roderick A. Rural, and Community Development Assistants Ma. Gelyn R. Ramirez, and Jane Amor C. Salces.

The LAMP 2–SAFO 5's LGU-Loon counterparts included Land Adjudicators Cipriana Bullen and Engr. Johnny Castromayor, Community Development Assistants Artemio Sangarios, Jr., Martina Malnegro, Servillana Elme Roferos, and Pacita Martinez. According to LAMP 2, landowners who apply for a Free Patent or Certificate of Title of their lands will only pay the following: Application Fee: P50.00 and Documentary Stamp: P20.00, or a total of P70.00 per title/parcel of land. Landowners are advised to report to the LAMP 2 Tagbilaran Monitoring Unit any person or persons who will charge more than the prescribed amount.
