The Sangguniang Bayan of Ubay conducted the First Ubay Pub/Bar Owners and Entertainers Forum last October 13 in the gallery-museum/center for women and children at the 2nd floor of the town's gymnasium, in Poblacion area. Around 30 bar owners and entertainers representing seven videoke bars, night spots, or entertainment establishments attended the forum which started at 1 pm and clinched at 5pm.

SB Committee on Rules and Ordinances, chaired by SB Member and Lawyer Yeye Cuyno-Abapo, conducted the forum to support a possible legislative action and to raise awareness in the community on the issues and concerns about pub, videokes, discos, bars, night spots and similar establishments proliferating in different barangays in the municipality. During the forum, SPO1 Salgados discussed the police aspect in regulating these kind of business, while Lawyer Edwin Palgan took charge of the legal aspect, and Dr. Retchie del Mar tackles topics regarding medical, health or hygiene. Fr. Emal Mabanag was supposed to discuss the spiritual aspect, but failed to make it.
