Tag ex-brgy capt. in LTO man's slay

Case considered solved with murder rap filed

 

The 26-day old murder of a traffic enforcer of the local Land Transportation Office (LTO) was considered solved with the identity of the prime suspect. In a complaint filed last June 24 before the office of the city prosecutor, Police Supt. Abner de Jesus Catalla, Task Group commander, identified the suspected assailant as Alfredo Ingles alias Pedoy, former barangay captain of Dampas. He is also the father of the incumbent Dampas barangay captain Fredison Ingles. His son succeeded his long stint as Dampas barangay captain. The case being filed against the suspect was for murder.

In a check with the suspect's residence yesterday, the Post learned from the suspect's two daughters that their father was “out of town”. Pressed further to reveal their father's whereabouts, they said that he is in Davao . Two witnesses supported the complaint pinpointing to Ingles as the alleged gun man of the June 5 murder. Killed in a shooting incident on the night of June 5 was Apolinario Reyes, 42, of Sta. Catalina, Sagbayan town. He was employed as a traffic enforcer of the agency until, his death. An affidavit of Lucivic Fernandez, an employee of LTO-Tagbilaran, showed that between 7:00 PM to 7:30 PM while passing window 2 of their office, he heard the loud voice of the victim saying Gubot na gud kon gubot (trouble, if you want trouble).

Then, she narrated that she heard a burst of gunfire and “saw a quick light presumably coming from a gun which alerted my senses”. In the same affidavit, the witness said, that at about five meters more or less, he saw a certain male individual known to her as “CAP”. The CAP turned out to be Ingles and he still holding a gun of unknown caliber and pointed to Reyes. The witness said she saw the victim fell to the ground. Asked what she did after witnessing the incident, Fernandez said she ran towards their office for fear that she be shot at next knowing that witnessed the shooting.

Then, she said, she went home to her boarding house located nearby and informed the police that her colleague was shot. Another affidavit presented to the city prosecutor's office was that of Jenny Villacojer, a native of Talamban, Cebu city. As a worker of the Records Section of the local LTO, she said that she also saw the shooting of Reyes.

In her affidavit, she said that at about 7:00 pm to 7:30 PM last June 5, she saw a man whom she later identified as Ingles seating at a sari-sari store in front of the LTO office. She said she also saw a feet in front of the bus parked in the LTO vicinity and learned later that it was that of Reyes lying on the ground unconscious with blood oozing at the back of his head. Seeing what happened, she said she ran across the street and sought the assistance of Ingles telling him that Reyes was shot of which the suspect retorted in vernacular “naglalis man gud mi nahinaykan noon nako(we argued each other until I lost control of my temper). The same affidavit of the lady witness indicated that Ingles was a fixer of LTO transactions.

In interviews of different sources, the Post gathered that the killing had something to do with bungled LTO transactions particularly registration of motor vehicles coursed thru fixers operating in the LTO vicinity. At the time of his death, it was gathered that Reyes had P30,000 in his possession. It was believed to be registration money. The two lady employees, the victim, and their team leader Henry Ancog, assistant LTO registrar, were conducting routine motor vehicle inspection that day in this city and neighboring towns. The team ended up apprehending a bus without a franchise to operate. The bus identified as Sto. Niño Bus Liner was the same vehicle parked near the lying body of the victim. The bus was apprehended for operating without a franchise to operate by the LTO team in Cortes. As the case was filed before the city prosecutor's office, the two witnesses sought refuge from the Witness Protection Program of the government.
