Aumentado no to con ass!

 

The three Bohol congressmen—Edgar Chatto, Roberto Cajes and Adam Relson Jala, were at the receiving end of a scathing manifesto that denounced their support of the much-maligned House Resolution 1109. Chatto and Cajes sounded conditional in affirming their position of the resolution saying they were consistent in their stand that any move to change the charter should be through a constitutional convention. Jala offered no condition in voting ayes. He said he was for charter change because the present constitution needs several revisions due to its attendant defects. The resolution which was believed passed before the halls of House of the Representatives the other week in indecent haste, called for Congress to hold a constitute assembly without the participation of the Senate. In a one-page paid ad, the Boholanos Against Constituent Assembly (BACONA) lambasted Bohol 's three lawmakers for lending their support to con ass instead of asserting their rights as true representatives of the people.

In previous interviews, the three legislators qualified their affirmative stand on the con ass resolution adding that if they did so, they do have their own reservations about supporting the controversial House initiative. Sounding like a choral ensemble, the three said their reservations in voting ayes were anchored on the provisions of the resolution that there should be elections in 2010 and that there would be no term extension from the President down to the local officials. In voting the resolution, the congressmen were made to shout ayes for yes and nays for no or in Congress parlance viva voce. Despite spirited efforts by opposition congressmen to block its passage, the nays were drowned out by the ayes when voting time came.

In a rare display of unity among personalities of different political persuasion, BACONA succeeded in gathering the signatures of such notables like Gov. Erico Aumentado and V-Gov. Julius Ceasar Herrera. On the other side of the political spectrum but supporters nonetheless of the campaign against cha cha were such opposition figures like lawyer Victor de la Serna and Chito Castillo, both former 1971 Constitutional Convention delegates, and ex- governor Rene Relampagos. In effect, the manifesto was an odd combination of administration stalwarts and opposition-minded politicians motivated by the same purpose of fighting the dreaded House resolution. Calling the House measure a trap masquerading as a genuine concern for economic reforms, the signatories said the real agenda was to extend the term of President Gloria Macapagal-Arroyo which is due to expire in 2010. The multi-sectoral group made its position clear that it was against Con Ass without Senate participation.
