THE electronic New Government Auditing System (eNGAS) is the appropriate tool for enhancing the Bohol provincial government's presenting governance with transparency and accountability. Gov. Erico Aumentado gave this observation during the recent turnover of the eNGAS facility by the Commission on Audit (COA) to the province in rites held at the JJ's Seafoods Village in Tagbilaran City. ”This occasion can be written in the history of the provincial government as one where we are now in the threshold of the utilization of information technology. eNGAS is not just for auditing, but for accounting and budgeting as well,” he said.
COA has been developing and using the system at the Bohol Provincial Accountant's Office (PACCO), with all its upgrades and enhancements, for the past one and a half years. Director Rosicar Escober of COA's Government Auditing Financial Management Information System (GAFMIS), the brains behind the eNGAS, said the system simplifies and enhances the accounts payable-accounts receivable (AP/AR) system, statement of cash flow, the trial balance, and even the budget and the payroll systems, among others.
On accepting the symbolic gigantic compact disc (CD) from Escober, Aumentado said transparency and accountability have been his two hallmarks when he began governance. “I am much satisfied with the progress of the work during the past one and a half years. I did not hesitate to join the system because I have seen the manifold advantages it provides for governance,” he said. He urged his financial managers to fully harness the facility. “It is also my wish for the financial managers to fully tap the potentials of eNGAS as an instrument of transparency and accountability enshrined in the provincial government – even after my time as governor,” he added.
