Heavy downpour destroys San Isidro road network

San Isidro–Just like a melting ice cream in a cone, the road networks leading to this town San Isidro town were badly damaged by heavy rains these past few weeks. This caused motorist and residents to clamor for the immediate repair of the affected roads. Many vehicular accidents had already been blamed to damaged roads, especially in the provincial road along Barangay Causwagan Sur of San Isidro town which is severely ruined, according to Barangay Captain Felix Pagas. Muddy tire marks with holes full of water became familiar scenes in the area. Transporting farm and native products to trade centers are affected, causing livelihood and businesses in the area to suffer.

Mayor Apolinar Gumanid Jr. immediately informed Engr. Edwin Vallejos, chief of the Provincial Engineering Office (PEO), since most of these roads are maintained by the provincial government. On this, PEO immediately sent road maintenance personnel with their shovels and mallets and saw for themselves how hard it was to pass through the area. Even their dump truck carrying loads of anapog for patching hardly passed through the damaged road, so they had to stock the materials a few meters away from the site and the maintenance personnel had to carry them manually.

For the meantime, the damaged road can be passable again but only for a few days, as it would take PEO months or even years to completely repair the entire area without heavy machineries. The problem had been recurring every year, especially during rainy season. Conversion from provincial to national road has now been considered to get an adequate national allocation though previous attempts initiated by the municipal and provincial officials proved futile. The lower house approved the road conversion in year 2000 as endorsed by Governor Erico Aumentado who was then the representative of the second district and deputy speaker in the House of Representatives but the Senate version failed to prosper. Just like in 2002 when another attempt for conversion was pushed by Representatives Edgar Chatto and Roberto Cajes converting the Antequera-San Isidro-Tubigon provincial roads to national highways was approved in the lower house but there was never been a Senate version of the bill that was passed.
