1st COMMAND CONFERENCE IN 2008

Ingking to men: ‘Stay away from illegal acts, gambling'

 

On the very first conference this year, Bohol Police Provincial Office Director Edgardo Ingking issued a stern warning to his men to stay away from illegal activities, particularly illegal gambling or they will be imposed with administrative and criminal sanctions based on PNP Law. Ingking gathered the city police chief and the 47 municipal police chiefs to a command conference on January 11 starting at 9 a.m. at the conference room of the BPPO at Camp Dagohoy , Tagbilaran City where he issued the New Year's call.

On the same occasion, the heads of the different branches of the BPPO took turns in giving announcements to the different municipal chiefs of police, while the Operations Officer Pinsp. Vener Santos presented the command's year-end report that impressed Provincial Board Member Alfonso Damalerio II, chairman of the PB Committee on Public Utilities. In his message, Damalerio commended the exemplary performance of the BPPO especially in the fight against criminalities and all forms of lawlessness in the city and province under the Ingking's leadership. He encouraged the men and women in uniform, and other staff of the BPPO to maintain the laurels and success that the provincial police has attained, to sustain their credibility that may linger in the hearts and mind of the citizenry. This way, Damalerio assures the BPPO of his undying support.

On january 10, Ingking had also called on the chiefs of police, the PCR and the WCCD PNCOs of Tagbilaran City, Panglao, Dauis, Baclayon and Maribojoc police stations to a conference starting at 9 a.m. at the BPPO conference room where they discussed the increasing incidents of violence involving youth gangs in the city and adjoining towns. Ingking also presided the The provincial command and the chiefs of the city and municipal police stations tried to come up with a solution to thresh out matters related to the existence of the different youth gangs including the motorcycle gangs that pose danger to the public.

BPPO Investigation Officer PInsp. Gilbert Basalo presented the data on Bohol gang-related violent incidents from January 1, 2006 to December 31, 2007, were 26 violent incidents were recorded, of which 22 of were reported at the Tagbilaran City Police Station, while one each from the towns of Panglao, Balilihan, Garcia Hernandez and Calape. For the year 2006, 15 incidents were reported while for 2007, 11 were reported. Most of the reported incidents of violence involved stabbing, shooting, and physical injuries as aftermath of gang or fraternity wars. During the conference, different youth gangs were identified and leading was the CRIPS Gang or Christ Rest In Peace Gang, BLOODS, Batang ICM, Batang Grand Stand (BGS) and MAGANS reportedly originating in Corella town. Ingking urged the participants to share their views, opinions, proposals and other contributions to address the problem in the earliest possible time to prevent further deaths and injuries especially those that took toll on innocent youths. Among the recommendations was for the school authorities to monitor absences of students from classes which can be early indication of juvenile delinquency and trace if they are identified with a certain fraternity in school. School authorities may conduct dialogue between these students in the presence of school principals, guidance counselors, student leaders and other personalities who can assist in the solution on the gang problem. With the involvement of concerned parties in undertaking the proposals and plan of action to neutralize and solve the gang problem, the PNP provincial director is confident to address the issue before the situation worsens.
